It is necessary to establish relevant logical policies and regulations and put them into practice correctly, so as to regulate and ensure the innovation and development of China's distance higher education (CDHE). A perfect set of policies and regulations for distance higher educations (DHE) is propitious to solve the problem of lacking match and unification of those policies and regulations and also to improve and keep balance for the DHE and educations in other academic areas in China. The policies and regulations of distance higher education involve not only various fields of DHE, but also science and technology, economy, social development, etc. The layer structure of policies and regulations of DHE which can be divided into national level and educational organization level, the procedure of decision- making, modification and practice of policies and regulations, and the core and basic elements of development of DHE, are included. The above layer structure, procedure and basic elements correlate and interact with each other. They constitute the system of policies and regulations of China's distance higher education (SPRCDHE) with its own characteristics.Following the principles "making foreign things serve China" and "using the history for reference ", this dissertation takes the theory of systematic science and organization as the basic methodology, and "ethnic (quality) - tested (quantity) -ethnic (case study)" as the research way. Through literature research, theoretic analysis, case study and other ways of studies, the contents subsystem, organization subsystem and decision- making subsystem of SPRCDHE, as well as the relation between each other, are systematically discussed. Finally, the theoretic model of SPRCDHE is constructed.Based on a full treatise of background study, related concept study and basic research theory study, five major parts of studies are thoroughly carried out in this dissertation. The first part of the dissertation is the establishment of international reference system for construction of SPRCDHE by analysis study of policies and regulations system of international DHE. The second part of the dissertation presents the establishment of historical reference system for construction of SPRCDHE by analysis study of history processing of policies and regulations and development of CDHE. In this part, the relationship between the development of CDHE and making of policies and regulations, with the establishment of systems are explored comprehensively. The third part of the dissertation analyzes contents, layer structure and decision-making on some policies and regulations for current SPRCDHE. This is alone through a comparison with that situation in the USA. The differences and intercommunity about the system of policies and regulations of DHE in two nations are pointed out. The foundation for constructing SPRCDHE is formed.The three dimensions of SPRCDHE, namely contents and structure subsystem, organization subsystem, and decision-making subsystem are studied and constructed in the fourth part. Thus the theoretic model of SPRCDHE is constructed. The filth part of the dissertation compares the constructed SPRCDHE with construction elements and procedure of decision- making of policies and regulations which hav e been executed within these years at national level and educational organization level, aiming to test the scientific character and feasibility of the theoretic model. At the same time, the whole model is compared with the current system of policies and regulations of DHE, diagnosis are made for the current policies and regulations, and the suggestions are put forward to promote the establishment of policies and regulations of CDHE.The creative points of this research are: 1) The dissertation builds a historical reference system on the basis of analyzing and proving the affection of a completed system of policies and regulations of DHE towards the reform and development of CDHE; 2) By studying the policies and regulations of China and USA and other countries, an...
