| Talents are the most critical factor to improve and consolidate the results of poverty alleviation in poor areas and ensure the smooth implementation of the rural revitalization strategy at an important node in China’s comprehensive victory in the fight against poverty and the establishment of a well-off society in 2020.In the era of poverty alleviation,China has given priority to satisfying all kinds of configuration factors in poor areas.However,as the main force for building rural areas in poor areas,the foundation for the construction of rural practical talent teams is still relatively weak,and it is not possible to complete the new rural revitalization strategy with high quality.task.This paper conducts field surveys and surveys of poverty-stricken villages in the two non-poor counties(cities)in Honghe Prefecture,Yunnan Province,and Jianshui County,and in three poverty-stricken villages in Yuanyang County,Luxi County,and Shiping County.Collect relevant information from the state-level,city(county)-level,township(town)-level,and village-level government departments and other relevant materials,explore the current status of the construction of Honghe Prefecture’s rural practical talent team,and work on the construction of the fourth-level government’s rural practical talent team.The leaders and employees of the responsible department conducted interviews,and then visited some practical talents to understand their needs and problems encountered in the development.Finally,combined with the current rural rejuvenation,the new social and economic construction in the poor areas of Honghe Prefecture is facing new challenges.Analysis of the situation and new requirements found that in addition to the subjective factors such as insufficient number of talents,structural imbalances,single types,and inadequate capabilities,there were also inadequate training systems,untracked management work,and inadequate attention from management departments.A series of objective factors affect the construction and development of the team.Aiming at these outstanding problems,in an attempt to find a solution that can meet the new requirements put forward by China’s implementation of the rural revitalization strategy at the current stage and can deal with new problems that may arise in the future construction and development of poor rural areas,it is proposed that the selection should be clear Standards,expanding the size of the team,improving the quality of talents,optimizing the team structure,standardizing the training system,improving follow-up tracking services,and strengthening the management department’s attention to practical measures that meet the characteristics of the times,with a view to better promoting the rural revitalization strategy.Implementation,to provide useful experience and suggestions for the construction of rural practical talent teams in poor areas of Yunnan,and to work together to help rural areas in poor areas of Yunnan to achieve rural revitalization. |
