Research On The Problems And Countermeasures Of The Practical Talents Training In Hinggan League's Rural Areas

Talent resources are being seen as the primary resource.Rural agricultural talents are key contributors to intensify Agriculture.The dominant components of the talent team are rural agricultural talents.Only by strengthening the construction of the talent team,can it promote the process of Agricultural Science and Technology.It's necessary to transform agricultural development mode which promote all-round development of rural area to make a strong foundation of agricultural development.Only by this way,can rural social public service capability be enhanced.Rural practical talents are the backbone of the rural agricultural talents.Accelerating talent training in rural areas is not only the essential part of the work,but also key links to carry out invigorating agriculture.This paper analyzes the problems and countermeasures of the practical talents training in Hinggan League's rural areas.It's aiming to effectively to provide a new approach to the practical talents training in Hinggan League's rural areas.The present thesis gives the theoretical investigations.Theoretical investigations and Current political policy are employed in this study.This paper analyzes the present situation of the practical talents training and the training mode in Hinggan League's rural areas.This paper consists of six chapters.Chapter one is a brief introduction,which present situation at home and abroad and thinking and method and introduces the background and significance of the study.Chapter two presents the related theory and the definition of practical talents in rural areas.This chapter shall include the following: concept,classification and related theory of talent and practical talents in rural areas.Chapter three describes the present situation of the practical talents training in Hinggan League's rural areas.It may vary according to age group,diploma rank,and different types.The modes of the training mode in Hinggan League's rural areas are classified as 4 types.Chapter four analyzes the rural talent training modes.It presents the problems and shortcomings,including lacking of talents,unreasonable structure of distribution,brain drain.Each of the modes has its own bottleneck.Chapter five gives the ways which can solve the problems of rural talent training modes by studying foreign experience.Chapter six summarizes the research findings and then put forward a series of countermeasures to improve the practical talents training development in Hinggan League's rural areas.
