It is essential to to accelerate the training of technical talents to carry out the "Made in China 2025" strategy.In recent years,the country has paied close importance to the progress of vocational education,and the national "14th Five-Year Plan" outline mentions the need to enhance the level of skilled personnel training,and the majority of technical colleges should actively undertake this arduous task.To improve the quality of talent training in technical colleges,teachers are the key.How to motivate teachers to better carry out their work and improve their performance is a common problem faced by technical colleges,which requires scientific and systematic teacher performance management.Teacher performance appraisal is the core part of teacher performance management,which directly affects teachers’ personal interests and work enthusiasm,and indirectly affects the quality of talent training.In view of this,it is needed to construct and optimize the teacher performance appraisal system to better support the needs of teacher performance management,accelerate the optimization of human resource management level of technical colleges,and improve the quality of skilled personnel training.This article studies the optimization of the teacher performance appraisal system of S Technical College in accordance with the idea of "propose problems-analyze problems-solve problems-summarize problems".This paper,through field investigation and investigation of S Technical College,clarifies the problems of teacher performance management,and puts forward the research topic of optimizing the teacher performance evaluation system.Through theoretical study and literature research,in-depth research on performance appraisal theories,tools,methods and academic results at home and abroad,and on this basis,conduct surveys and interviews on the status of performance appraisal of S Technical College teachers,and further focus on the problems existing in performance appraisal and analyze the reasons.It mainly includes lack of overall planning of the performance appraisal system of S Technician College,insufficient scientific and standardized appraisal organization,imperfect appraisal training and support system,imperfect appraisal content,lack of professional level of appraisal subjects,and low teacher participation.This paper uses the BSC balanced scorecard performance appraisal management tool,combined with the characteristics of technical colleges and the actual situation of S Technical College,to improve the teacher performance appraisal system of S Technical College so as to solve the above problems.Discussed the applicability of the balanced scorecard to the teacher performance appraisal system of S Technical College,clarified the optimization ideas and principles,and studied the optimization content in detail.First,clarify the college’s development strategy and goals;second,decompose the strategic goals level by level,and formulate a balanced score card indicator system for colleges,departments,and individuals.Taking into account that the school is a non-profit organization,this paper draws on the application theory and model of the balanced scorecard in non-profit organizations,and examines the four dimensions of the balanced scorecard:"finance,customers,internal business processes,and personal learning and growth".Teaching transformation;Finally,from the perspectives of performance appraisal index,cycle,subject and appraisal procedure,a performance appraisal system optimization plan is proposed.The innovation of this paper is to re-examine the teacher performance appraisal system of S Technical College from the perspective of BSC.pay attention to the personal growth and development of teachers,and solve the problems of short of theoretical guidance and strong subjectivity in the existing performance appraisal system.Through research,this paper draws the following conclusions:Firstly,it analyzed the present situation of teacher performance appraisal of S Technical College;And secondly,it analyzed the problems and reasons of teacher performance appraisal,and clarified the imperfections of the school’s teacher performance appraisal system.The third is to propose an optimization plan for the teacher performance appraisal system to comprehensively improve the existing performance appraisal system.In addition to helping S Technical College solve the current problems in teacher performance appraisal,the research results of this paper can also be used for reference by peers.
