Compulsory education is a public welfare undertaking that must be guaranteed by the state.The nearby enrollment policy can fundamentally guarantee that every school-age child has the right to enter school.However,with the continuous promotion of the nearby enrollment policy,the housing problem in the school district arises and becomes more and more serious.The fundamental reason lies in the contradiction between the unbalanced development of compulsory education and the parents’ desire for a good education for their children.Since 2000,the state began to pay attention to the unbalanced development of compulsory education resources,began to implement reform policies in pilot cities,and began to assess the development of county-level areas and schools from 2010.Due to the data acquisition and other situations,the evaluation indicators selected by the state are all selected from the objective indicators.Although the objective indicators can be used to evaluate schools in the county area,the objective indicators cannot reflect the gap between schools in the same area.Because the parents will choose the school through the key degree of the school and the performance and other factors,so through the analysis of the corresponding school district housing premium of different schools,we can evaluate the differences between local schools,and also supplement the national evaluation standard.School district housing has already become a hot issue of common concern of the state and society.The government is also constantly promoting the policies of famous schools collectivization,multi schools and districts to solve the problems caused by school district housing.However,the development of each region has its differences and uniqueness.Before implementing the school district housing policy,we need to explore the local school district housing premium.Therefore,the study on the micro data of the local real estate market not only provides the policy reference for the local government to balance the compulsory education resources,but also explores the characteristics of the local residents’ house purchase,and provides the government with suggestions to guide the residents’ reasonable house purchase.Dalian,as one of the 19 pilot cities which are required by the state to strictly implement the policy of free entrance to nearby schools,is of great significance to the study of primary schools in Dalian.Therefore,this paper selects the public primary schools in the four main urban areas and high-tech industrial park of Dalian as samples,and matches the corresponding residential area and relevant real estate transaction data according to the open school area information of each district.On the basis of the characteristic price model,the paper establishes the school area housing premium model according to the transaction volume data and the characteristic data at the residential area level for research and analysis.At the same time,in order to solve the impact of missing variables on the corresponding estimates,on the basis of quantile regression of cell level data,matching the key schools and general schools according to the boundary fixed effect,matching the cell pairs after the first-order difference processing.According to the regression results of the transaction volume data at the community level,the impact of the enrollment qualification of provincial key primary schools on the corresponding housing prices is 31.4%higher than that of ordinary primary schools,and the impact of the enrollment qualification of municipal key primary schools on the corresponding housing prices is 25.0%higher than that of ordinary primary schools;after the matching regression of the community,the housing premium of provincial key matching schools is 17.9%,and that of municipal key matching schools is 17.9%The housing premium of the school district is 20.6%.After controlling the unobservable variables,the measured housing premium level of the school district is relatively lower.According to the analysis of this paper,the conclusions are as follows:first,there is a premium situation in the districts of key schools in Dalian city.The premium of provincial key school districts is not much different from that of municipal key school districts,and the premium of municipal key school districts is higher.It shows that parents will consider the quality of schools in many aspects in the process of school selection.Most of municipal key schools are new-type development schools,which is not compared with provincial key schools There is a big gap and corresponding advantages at the same time.Second,the high-tech park has no provincial key primary schools that are eligible for admission through the purchase of school district houses,but the average housing price in the high-tech park is the highest.In addition to choosing a good reputation,parents in Dalian pay more attention to the family background of the students enrolled in the same school district.Thirdly,pairing regression can reduce the influence of unobservable variables on the estimation of regression model.
