Research On Optimization Of Budget Management System In H Universities Under Smart Finance

With the mature application of big data,cloud computing,intelligence and other technologies,it promotes the rapid development of China’s information construction.On this basis,the concept of "smart finance" is put forward by the management academia.Its essence is to deeply integrate the financial functions and promote the construction of financial management informatization combined with the new generation of IT technology.At the same time,with the expansion of the scale of colleges and universities,the increasing demand for construction funds,the diversification of economic activities and the diversification of funding sources,the financial management of colleges and universities is gradually complicated.Budget management is the core of financial management in Colleges and universities,and it is an important means to optimize the allocation of resources.Combining with the new generation of information technology,optimizing the budget management system and process has become the new demand of financial management.Starting from the current situation of financial budget management in H University,this paper finds and analyzes the problems and shortcomings of budget management in the information construction,focusing on optimizing budget management,and focusing on how to further combine budget management with the new generation of information technology,so as to promote the upgrading and transformation of budget management mode.From the aspects of literature collection,theoretical research,thinking design,practical exploration,finding problems,analyzing problems,and proposing solutions,this paper constructs the framework system of the whole paper.Firstly,through the research of domestic and foreign literature,this paper expounds the background and significance of the topic,points out the research direction,research content and research methods.Secondly,it defines the related concepts and introduces the related theories.Then,through on-the-spot investigation of H University,writing the case background,investigating and analyzing the current situation of budget management in H University,starting from the preparation,approval,implementation,control,evaluation and supervision of financial budget in H University,this paper analyzes the financial budget management system of H University,and puts forward the problems and deficiencies in the budget management of H University,And the reasons for the problems are analyzed.Then,according to the actual situation of H University,the paper defines the budget management system and process optimization objectives,organically combines with the new generation of information technology to build the budget management system,optimize the budget management process,and carries out the comparative analysis before and after the optimization of budget management to predict the effect after the optimization.Finally,according to the optimized budget management system and process,effective safeguard measures are put forward to ensure the feasibility of the optimization scheme.Through the above research,the following conclusions are drawn: H University has some problems in the current budget management,such as difficult to deal with massive data,low efficiency of vertical information transmission,insufficient horizontal information sharing,and difficult to achieve fine management;The optimization of H University’s budget management system needs to be closely combined with smart finance,improve the informatization level of budget management,and realize the optimization of budget management system by strengthening data processing,improving information transmission efficiency,improving budget information system,promoting information system integration,introducing intelligent management and other measures.
