Research On Implementation Status And Perfection Of Industrial Injury Insurance Fund Advance Payment In Wenzhou City

The system of industrial injury insurance fund advance payment(IIIFAPS)is an important part of the social insurance fund advance payment system in China.It is also the essential approach of the social assistance system in China.The IIIFAPS indicates the value and function of the industrial injury insurance in social assistance and social security,and manifests the equality and justice in the society.However,there are a number of issues existing in the implementation of the IIIFAPS,due to system defects and objective environmental effects in China.Therefore,the system is expected to be improved to achieve its value in the society.The article analyzes and investigates a case of Wenzhou City in Zhejiang,and discusses the issues and risks of the IIIFAPS.It also proposes advices inspired from related theories and the experience of other countries and regions for the system improvement.The article firstly introduces the fundamentals of IIIFAPS in China,including the concepts,theories and implementations,and illustrates the current status of the industrial injury insurance fund and the procedure for advance payment in Wenzhou;Secondly,a practical case occurred in Wenzhou is described,in order to reflect that the issues of the IIIFAPS,including the absence of identity,insufficient propaganda,long term application procedure,processing detail absence,advance-payment-caused social security fund risks,as well as recovery difficulties.The causes of the issues are investigated from three aspects.Finally,the article also discusses the references and inspirations from the insurance systems in Japan,Germany and the Taiwan Province and it is proposed that the IIIFAPS can be perfected by shortening the procedure of industrial injury identification,clarifying implementation details,improving recovery mechanisms,establishing special funds and enhancing propaganda.
