| Premier Li Keqiang,three times in the thirteenth session of the National People’s Congress conference stressed that in the government work report to promote education fair development and quality improvement,encourage around the school on the basis of strictly implements national curriculum plan,according to their own tradition,educational resources,and the characteristics of the students,strengthening the construction of characteristic curriculum,rich teaching resources,innovation education.Combining lauguage of Dai autonomous prefecture of Xishuangbanna and the Chinese way of education to carry out the local pre-school education,compulsory education and vocational education and other fields,is according to the local color,cultural tradition,educational resources,and the characteristics of the students,to explore the embodiment of the characteristic curriculum system construction,and promote ethnic unity and social harmony in the field of education,the ethnic culture,It plays an important role in cultivating bilingual talents of "both folk and Chinese" for minority areas.However,with the flow of population and ethnic integration,the trend of the sinicization of the dai ethnic group is becoming increasingly prominent,which brings great pressure to the development of bilingual education.Therefore,it is very necessary to carry out the bilingual education policy of Dai and Chinese in Xishuangbanna Prefecture,which is the core and foundation of this study.In this paper,Smith’s model of policy implementation process,is selected as the theoretical analysis framework,and Xishuangbanna Dai Autonomous Prefecture with unique ethnic regional characteristics istaken as the empirical field.With the combination of literature method and interview method,this paper starts from four dimensions of idealized policy,implementation agency,target group and implementation environment.Of Xishuangbanna dai han from the actual situation of the bilingual education policy implementation for further investigation,summarized and Dai and Chinese bilingual education policy in the execution of the presentation of results and deviation,and through the appearance to further explore the deep-seated reasons for deviation,finally put forward the optimization path of Xishuangbanna Dai and Chinese bilingual education work Suggestions and opinions to achieve the goal of policy,At the same time,it also provides empirical cases for the policy research of Chinese-Chinese bilingual education in other ethnic minority areas in China.It is found that the policy of Dai and Chinese bilingual education in Xishuangbanna Prefecture has achieved fruitful results since its implementation,but there are still many shortcomings behind these results.The problems can be classified as follows: The bilingual subject is weaker than the unified test subject,the ethnic culture is not well implemented in the bilingual teaching,and the resource waste exists in the implementation of the bilingual education policy,which deviates from the ultimate goal of the implementation of the policy by the local administrative department.Through the above three prominent problem representations,and combining with the specific situation of the implementation of the policy of Dai and Chinese bilingual education in Xishuangbanna Prefecture,the author focuses the problem attributive on four aspects: the policy text,the implementation agency,the target group and the policy environment.And analysis from the four aspects of the complexity of the policy itself,content,lack of rationality,policy resources is inadequate,the target value orientation of local government,lack of communication and coordination policy execution organization,group number and blindly expand the scope of target,the target group of policy understand what the channel is narrow and low identity,social and economic environment is poor is hidden deep in the specific reasons behind the appearance.Therefore,improving the scientific rationality of the policy scheme,optimizing the allocation of resources for policy implementation,strengthening the responsibility consciousness of policy implementation subjects,strengthening the communication and coordination of policy implementation subjects,strengthening the participation of target groups in policy implementation,and creating a good environment for policy implementation are effective measures to solve the deviation in policy implementation. |
