From angle of the cross-country,interculture,and interdiscipline to research the bilingual teaching,this thesis found that the education has universal pretension.And to research the foreign bilingual teaching policy can help Chinese education.This thesis uses comparative research and historic methods to compare the bilingual teaching policy for Chinese and Canadian education.The first,the paper gives the concept of bilingual teaching,and introduces the relative theories with bilingual teaching,such as William Mackey and Von Nidea Beede's policy for bilingual teaching,and J.Rubin's programming theory.The second,the thesis sums up the social culture background of population composition and pattern,political culture,and elaborates five representative policy and law for bilingual teaching.Form the bilingual teaching methods,the practice,and implements,the thesis elaborates and analyzes the Canadian bilingual teaching policy.The third,the thesis sums up laws and policies files from evolution history and political culture to analyze the Chinese bilingual teaching's historical cultural background.Also the thesis researches the exploration of bilingual teaching:scholarly pursuits and translation,bilingual teaching in China.The forth,through comparison of the difference between Canadian and Chinese bilingual teaching,the thesis analyze Canadian and Chinese bilingual teachings achievements,experiences and indoctrinations,and discusses the successes and problems;through the population composition and evolution,the language and culture evolution,and the political and social surrounding,the thesis compares the social cultural environment for bilingual teaching in Canada and China;through the political influence factor,the purpose and attribution,and the political form,characteristic,and effect of bilingual teaching,the thesis compares the educational policy for bilingual teaching;through the qualified teachers situation,the bilingual teaching material,the practice mode of educational policy,the bilingual teaching policy's problem, compares the policy and its practice of Canadian and Chinese bilingual teaching education.The fifth,the thesis discusses the enlightenment from Canadian bilingual teachings methods and policy.The similarity of Canadian and Chinese bilingual teachings policy has changed because of different situation of a country.Research the whole comparison can help us to explore Chinese bilingual teachings political value and correct objective,and also can help us deriving the success experience of Canadian bilingual teachings,and to develop and implement the Chinese characters bilingual teaching policy.
