| Educational assistance is conducive to achieving a balanced flow of high-quality educational resources,and is an important strategy for rejuvenating the country through education.After the Second World War,large-scale international educational assistance activities began to emerge.As one of the important educational assistance countries,China,based on humanitarian care,has carried out diversified educational assistance activities--such as financial support,talents transfer,and technical learning to neighboring and friendly countries such as Asia,Africa and Latin America.Based on the real dilemma of economic disparity in different provinces and cities and imbalanced education development situation,Chinese government uses the means of central transfer payment to realize capital flow,and vigorously advocates developed regions to help underdeveloped regions,thus established the educational counterpart assistance with Chinese characteristics.At the key node of China’s victory in the fight of poverty alleviation,the study of domestic successful educational assistance experience has important reference significance for the implementation of Chinese educational assistance activities in the future.Firstly,this study uses preliminary literature to grasp the current research status of international and domestic educational aid,and through combing the common issues related to international and domestic educational aid,to determine the realistic possibility of researching domestic educational aid-related issues from the perspective of international educational aid;secondly,through layer-by-layer analysis of three nationally-specified teacher professional standards texts,12 first-level indicators and 47 second-level indicators are extracted,and then assign these 47 indictors into four different levels of Kirkpatrick Model,they are reaction level,learning level,behavior level and result level.Furthermore,the questionnaire method and interview method are used to investigate the training satisfaction,knowledge learning,skill learning,behavior and job performance of teachers.On the basis of sorting and summarizing the data and text materials,plus compared the four levels investigation results with above training evaluation indicators,thereby presenting the specific effects of the training program,including the direct effects and indirect effects.Then,based on the deficiencies of the teacher training programs,reasons were found to explain these problems,which included: insufficient training coverage,poor training content design,solidified training models,unsound training systems,unsmooth training implementation,lagging training evaluations,and unbalanced training funding.Finally,Chinese characteristics educational assistance experiences are collected through this program,and based on international educational assistance experience,this research proposed six suggestions according to international successful educational assistance experience to settle these problems,they are:exerting training benefits of multiple subjects and expanding training coverage;respecting the actual training needs of recipients and scientifically designing training content;improving the establishment of institutional management system and strengthen cooperation and coordination between departments;improving the function of training advancement system and creating teachers professional development platform;insisting on the sustainable development of the program,establishing a tracking feedback mechanism;strengthen the use of program evaluation methods in a scientific way so as to service policy guidance. |
