Performance Evaluation Of "Poverty Alleviation WorkShop" Project In Tianzhu County Gansu Province

“Poverty Alleviation Workshop” is a new poverty alleviation method combining employment and industry,which was first proposed by Shandong Province and then gradually improved.As the most representative case of poverty alleviation,it was studied by the Political Bureau of the CPC Central Committee and publicized to the outside world in 2017,and then gradually promoted nationwide.On July 26,2018,Gansu Province issued the opinions on supporting and developing “Poverty Alleviation Workshop” in order to encourage poor workers to find jobs in their neighborhoods and ensure the ultimate victory of poverty alleviation.By June 2020,62 “poverty alleviation workshops” had been built in Tianzhu County,with local enterprises as the main cultivation and cooperatives as the auxiliary.In order to fully understand the impact of the three-party stakeholder collaboration of the government,enterprises and farmers,the internal management and economic benefits of the“poverty alleviation workshop”,as well as the sustainable development during the project implementation,it is very necessary to conduct in-depth analysis and comprehensive evaluation of the project performance.In this analysis,the government performance management theory as the foundation,combined with the performance evaluation,such as the core concept of“poverty alleviation workshop”,the four dimensions of balanced scorecard,coordinated from stakeholders,internal management,economic benefits,the dimension of sustainable development,build the “shop” for poverty alleviation project performance evaluation system,through the government department staff,62,head of the workshop for poverty alleviation and nearby peasant household survey,comprehensive analysis on the “shop” for poverty alleviation project of tianzhu county the crucial poverty,the poor get to become rich,the influence of rural revitalization,etc,According to the survey data,the results and performance of“poverty alleviation workshop” project are comprehensively evaluated.The results show that the overall performance of the project is “relatively good”,indicating that in the process of project construction,the stakeholders have a good three-party cooperation.Internal management in place,there is no big deviation;With good economic benefits,it effectively promotes the documented poor labor force to embark on the road of rich development and promotes the development of local economy.However,scientific management and operation,transformation and upgrading of “poverty alleviation workshop” need to be improved and perfected in the post-poverty alleviation period.According to the results of performance evaluation and the experience of“Poverty Alleviation Workshop” project in other areas of China,five basic approaches to solve the problem are pointed out,that is,introducing high-quality enterprises to strengthen risk awareness;Increase the publicity and promotion of policies to enhance farmers’ enthusiasm for participation;Change backward ideas and adopt standardized management;Innovate characteristic products,create a brand image;Follow the market orientation,sustainable and steady development.
