Research On The Development Path Of Poverty Alleviation Workshops In Heze City From The Perspective Of Precise Poverty Alleviation

Poverty eradication is the common task of the whole world.At present,China has entered a decisive period of poverty alleviation.Whether absolute poverty can be eliminated as scheduled,relative poverty can be effectively managed and poverty alleviation can be stopped has become a key issue in poverty reduction work.The employment poverty alleviation workshop model is a targeted poverty alleviation model creatively put forward by Heze city in Shandong Province,which has made remarkable achievements in promoting the poor people to use work as relief,poverty alleviation and income increase,poverty alleviation from internal sources and other aspects.However,some poverty alleviation workshops have been left idle for a long time,blindly built or even "captured by elites",which leads to problems such as deviation of poverty alleviation orientation and waste of poverty alleviation resources.Based on the above problems,this paper in heze city poverty alleviation workshop as the research object,adopt questionnaire investigation and literature research data,the quantitative analysis of the workshop for poverty alleviation development foundation at the same time,using the case method,interview method,the qualitative analysis workshop mode for poverty alleviation development necessity,feasibility,based on the current situation of the development of thorough development effect evaluation and problems cause analysis,and tries to from the point of view of poverty alleviation,industry development,hierarchical poverty alleviation workshop transformation path is discussed in this paper.Based on the research,this paper mainly draws four conclusions: First,the poverty alleviation workshop in Heze city is a successful poverty alleviation model based on resource endowment and poverty status,taking poverty alleviation accuracy as the principle,encouraging diversified subjects to participate in and establish a poverty alleviation benefit balance mechanism and a project selection mechanism.Second,the development and promotion of poverty alleviation workshops meet the requirements of targeted poverty alleviation,endogenous poverty alleviation and rural development,with necessity,feasibility and comprehensive effects;Third,the poverty alleviation workshop has some problems,such as "elite capture",poverty alleviation target deviation,unscientific and reasonable planning,unsound risk prevention mechanism and lack of macro-control by the government,among which the mismatch of poverty alleviation resources,weakened comparative advantage and lack of precision and targeting of public policies are the main reasons.Fourth,the transformation direction and path of poverty alleviation workshop should be explored in a classified and hierarchical way,and thedevelopment of "bottom workshop","development workshop","brand workshop" and "e-commerce workshop" should be developed.Compared with previous research,this article in workshop for poverty alleviation mode first city as the research object,systematically analyzes the heze workshop for poverty alleviation and development mode,path and practical situation,more fully in the workshop for poverty alleviation effect evaluation and research,puts forward the principle of hierarchical classification transformation path,for accurate poverty alleviation and rural revitalization of effective cohesion and establish and perfect workshop for poverty alleviation policy system provides reference;In terms of theory,the necessity and possibility of poverty alleviation workshop development were systematically analyzed and the nature,definition and category of poverty alleviation workshop were clarified,enriching and extending the targeted poverty alleviation theory and poverty alleviation workshop theory.
