| Socialism with Chinese characteristics has entered a new era,and the main contradiction s in our society have been transformed into contradictions between the people’s growing need s for a better life and unbalanced and inadequate development.Specific to education field,this contradiction mainly reflects in the people’s growing demand for high quality education resou rces and the imbalance and inadequacy of educational development.In order to rationally allo cate educational resources and promote the quality development of schools,China has propos ed many reform measures in the field of compulsory education,among which schools’ groupi ng has become a powerful measure implemented by local governments with small investment and quick results.After more than ten years of exploration,some regions have formed certain experience in the school-running mode,organization management,and resource sharing in the compulsory education stage.This paper investigates the teacher allocation of B Elementary Education Group and constructs a teacher allocation measurement index system.From the comparison of teacher allocation between B Education Group and other education groups and the comparison of member schools in B Education Group,this paper analyze the current situation and problems of teachers’ allocation in B Education Group.Based on this,and combined with relevant policy analysis,this paper proposes three reasons for the problem of the allocation of teachers in the education group under the current model: "the contradiction between the original intention of the group and the matching of member schools","the inherent inadequacy of the group formation mechanism",and "contradiction between dual urban-rural differences and teacher integration".According to relevant management theory,this paper also proposes to strengthen the ability to allocate teachers of education group: "reshape the relationship between the education administration,education groups and schools","establish a more flexible education group personnel management system" and "improve the organizational structure and management model of education groups". |
