Education is the foundation.As an important means to improve the quality of the people,primary and secondary education plays an increasingly important role in the construction of socialism with Chinese characteristics in the new era.However,with the rapid economic development and the existence of the dual urban-rural structure problem,the uneven development of primary and secondary education has become increasingly prominent and serious.The unbalanced and inadequate development of primary and secondary education not only restricts educational equity,but also creates many social problems.Affected by the traditional Chinese culture,parents' "Wang Zi Cheng.Long" and "Wang Nu Cheng Cheng Feng" not allow children to lose at the starting line,but also force parents to "crowd their heads and enter famous schools." When the phenomenon of school selection reaches a certain scale and degree in the society,it becomes a "school selection fever" in the society.Therefore,letting every student "go to school" and teaching each student become the essential requirements of primary and secondary education.Teachers are the foundation of education and the source of revitalization.They are the most important force in primary and secondary education.The construction of a sufficient number of high-quality,reasonably structured,and energetic teachers is the key to solving these problems,and it is also the solution to primary and secondary schools.The fundamental guarantee of the "school selection problem".Based on education equity,public choice,and two-factor theory,this paper analyzes 18 primary and secondary schools in three provinces in the east,middle,and west,and analyzes the root cause of school selection.On this basis,an analysis of the current situation of teacher allocation in primary and secondary schools reveals that there is an imbalance in the number of teachers,the quality of teachers,and the structure of teachers in the allocation of teachers in primary and secondary schools.Investigate the reason and find that the deviation of education policy is the root cause of the imbalance of teacher allocation in primary and secondary schools;the difference in teacher treatment is the direct cause of the imbalance of teacher allocation in primary and secondary schools,while the deviation of cultural concept is the internal cause of the imbalance of teacher allocation in primary and secondary schools.In order to further prove that the teacher allocation is the root cause of school selection fever,making the previous logical reasoning more scientific and effective,through empirical analysis of the teacher allocation of primary and secondary schools in Hunan Province,we found that there are still the number,quality and structure of teachers in the primary and secondary school of Hunan Province Due to such discrepancies,excellent teachers continue to gather in cities,and high-quality teachers in urban schools have urged parents to "choose schools".At the same time,this article also draws on the experience of eliminating the unbalanced allocation of teachers in elementary and middle schools,such as the "regular teacher movement" system in Japan,the "compensation education" program in the United States,and the "Priority Education Zone" policy in France,and draws meaningful inspiration.In the end,from the five levels of government,school,society,teachers and parents,suggestions for a balanced teacher allocation are put forward,so as to resolve the growing problem of "school choice fever" in primary and secondary schools.
