Statistical investigation is an important part of the national macro-control system.It not only reflects the operation of China’s national economy,but also plays an irreplaceable role in industry monitoring and policy optimization.The reform plan for statistical modernization during the 14th Five Year Plan period proposes that a modern statistical investigation system suitable for the modernization of national governance system and governance capacity should be basically completed by 2035.With the advent of the era of big data,China’s statistical investigation work began to develop in the direction of dynamic and data.Since 2011,the National Bureau of statistics has vigorously promoted the statistical data quality system,successfully promoted the "four major projects"of statistics,continuously optimized the internal work process of the statistical system,made important changes in the methods of data collection,processing and reporting in statistical investigation,and improved the efficiency of government statistical investigation.Nevertheless,due to the weak basic construction of statistics,uneven informatization level,poor communication between local departments and other problems,the application of big data has become a bottleneck to be solved urgently in the optimization of statistical investigation work.Taking the current Yangzhou statistical survey work as an example,based on the theory of e-government and service-oriented government,this paper uses four research methods:literature research,in-depth interview,questionnaire survey and case study,through in-depth interview with the business personnel of Yangzhou statistical survey department,questionnaire survey and relevant case analysis of Yangzhou Statistical Survey Department,other government departments,enterprises and residents,Find out the problems existing in Yangzhou statistical investigation under the background of big data,mainly including:single data collection method,low level of data processing,weak data analysis ability,defects in data release,and obstruction in data sharing.The main reasons for the problems are:the government statistical investigation department has insufficient innovation in data collection,insufficient investment in data processing software and hardware,insufficient measures for the cultivation and introduction of big data talents,insufficient initiative and publicity of the government statistical investigation department,and the comprehensive data sharing of the government department has not been achieved.According to the cause analysis,this paper puts forward five countermeasures and suggestions:Innovating the data collection mode of statistical investigation department,improving the data processing ability,improving the talent training mechanism of big data,strengthening the service and publicity of statistical investigation department,and realizing the comprehensive sharing of investigation data.The article effectively realizes the combination of theory and practice.It is hoped that through continuous concept innovation and technological innovation,the public service level of Yangzhou municipal government statistical survey will be gradually improved,so as to provide comprehensive,accurate and detailed data and information support for the government’s scientific decision-making and administrative management.
