| In 2020,the epidemic of New Coronavirus swept the world,and natural disasters such as floods frequently occurred.On the international level,the prices of raw materials in the industrial base continued to rise,and the cost of production increased.China’s economy was also facing a huge impact.On the one hand,the demand for the market continued to shrink.On the other hand,the supply of commodity increased,the structural contradictions on the supply side intensified,and the investment enthusiasm was not high.The downward pressure on the economy continues to escalate,and China’s economic development is facing unprecedented challenges.However,opportunities and challenges always coexist.How to challenge difficulties,break through difficulties,formulate sound and effective macroeconomic policies,turn crisis into crisis,stabilize the overall economic development and achieve steady progress in economic development has become a new topic.Statistics is an important way to grasp the national conditions and find out the family background.The basic source of macro policy-making is real statistical data.Distorted statistical data will inevitably lead to the failure of macro policies,the failure to reasonably expand market demand and supply,the imbalance of supply,and the failure to make the economy reach the target development level."At present,to do a good job in statistical work is to do a good job in the most basic work of economic development,so as to formulate economic policies and provide an important basis for macro-control.Only by collecting and summarizing statistical data in a down-to-earth manner can statistical institutions at all levels provide support for policy-making.We must prevent statistical fraud from top to bottom,from beginning to end,and follow statistical laws.Taking the case of census data distortion in a city of J Province as an example,this paper combs the problem of statistical data distortion in the preparation,collection and acceptance stage of economic census in a city and its counties and districts through field investigation and research,case analysis and other research methods,and systematically analyzes the manifestation,impact,harm and causes of data distortion.The reasons are divided into four categories: dereliction of duty,work style,seeking interests and interfering with law enforcement.This paper analyzes the distortion of statistical data from the aspects of policy implementation environment,policy implementation personnel,policy implementation object and policy itself,namely statistical management system,statistical law enforcement,talent team,statistical index collection method and so on.In view of the distortion of statistical data in city a,the author believes that we should adhere to the reform of statistical management system,open up the "last kilometer" of vertical management,merge and sort out the business of bureau and team,adhere to the strategy of "strengthening unification by talents" and "governing unification by law",constantly improve the function of statistical early warning and prediction and the role of research and judgment analysis,improve the level of statistical service,and realize the transformation of the role of service-oriented statistics.It is hoped that the research on the distortion of statistical data of economic census in city a and its counties and districts can be a positive reference for improving the quality of statistical data. |
