Research On Maternity Insurance Treatment Under The Background Of Promoting Fertility

As the most precious resource of a country,population resources are an important guarantee for realizing sustainable economic and social development.The strict family planning policy has caused the decline of neonatal birth rate and the aging of population.China has entered a serious aging society,which has brought a series of problems to the national development.Therefore,China has implemented a comprehensive two child policy since 2016 to meet the challenges.However,the number of new-born population in China did not meet the policy expectations,and the gradual liberalization of fertility policy was repeatedly cold.In 2021,the state liberalized the fertility policy again and launched the "three child" policy in order to improve the fertility rate and increase the birth population.With the implementation of the two child and three child policy,China has gradually opened up the fertility policy and entered the era of promoting fertility.Maternity insurance treatment can provide strong support for improving the fertility rate.By providing reproductive policy support and economic compensation for women who give birth,it can effectively reduce the cost of childbirth and stimulate the willingness to give birth.Taking the era of promoting fertility as the background,combined with the implementation of the three child policy and the revision of local family planning regulations,this paper studies the current maternity insurance treatment in China,combs the relationship between maternity insurance treatment and fertility intention,reveals various factors affecting fertility rate,and finds that there are several problems in the practice of maternity insurance treatment,which are as follows: the overall level of maternity subsidy is insufficient,the implementation of maternity leave is not in place It is difficult for women to balance work and family,the cost of childbirth is high,and the scope of maternity insurance benefits is too narrow.Based on the above analysis,this paper puts forward countermeasures and suggestions to improve the maternity insurance treatment from the perspective of reducing the fertility cost of school-age couples,so as to alleviate the fertility anxiety and improve the fertility rate.First,expand the scope of maternity insurance benefits and realize the full coverage of maternity insurance benefits;Second,improve the content of maternity insurance treatment and increase the types of treatment on childcare;Third,increase the state payment,reasonably share the birth cost and improve the treatment standard of birth insurance;Fourth,to implement the female maternity leave system,improve the standard of male paternity leave and ensure its implementation,and implement the maternity insurance benefits,the government regulatory authorities need to strengthen the supervision and punishment of employers,strengthen publicity and strengthen the awareness of sharing family reproductive responsibilities.Through the above measures,we will ease the pressure on women’s fertility and employment,enhance the people’s willingness to have children,improve the birth rate and optimize the age structure of the population.
