| With the continuous development of social economy,people’s demand is also increasing day by day.Under the background of "national fitness",people’s demand for sports is growing and diversifying day by day.In the provision of public services,if the government’s single management mode is continued,there will inevitably be insufficient supply.Therefore,it is an inevitable trend to reform the supply mode of public sports services,Our government purchases public sports services from social forces all the year round,but it is still in the exploratory stage.The results show that Chinese scholars’ research on public services is mainly theoretical,and there is little empirical research.And mainly concentrated in Beijing,Guangzhou,Shanghai and other economically developed areas.After several years of exploration,Shaanxi Provincial Sports Bureau has already had a certain scale in the purchase of public sports services,but there is little practice,and there are still many deficiencies in the process of service provision.Based on the above background,this study defines the core concepts of public sports services and national purchase of public sports services,takes the purchase of public sports services from social organizations by Shaanxi Provincial Sports Bureau as the research object,and takes the new public service theory,public product theory and public service theory as the basis.Guided by the principal-agent theory and Maslow’s demand theory,this paper uses the literature method to collect the literature on relevant issues,conducts field investigations on relevant departments such as Shaanxi Provincial Sports Bureau and Shaanxi Basketball Association,and interviews their principals.Finally,combined with the case analysis of Shaanxi Basketball Association and Shaanxi Wushu Association,this paper analyzes the current situation of social groups purchasing public sports services by Shaanxi Provincial Department of sports,Summarizes the problems in the purchase process.In particular,the laws and regulations are not perfect,the ability of social groups to provide public sports services is weak,the working ability is generally insufficient,the self hematopoietic ability is poor,the purchase method is single,and the purchase content has "preference",and the following conclusions are drawn:1.the development of sports social organizations in Shaanxi Province is not optimistic.At present,it is in the stage of social organization reform.Some social organizations have poor self hematopoietic ability,which is basically difficult to sustain without government support.They are more willing than able to undertake the government’s purchase of services.2.from the perspective of Shaanxi Provincial Sports Bureau,the relevant laws and policies are not sound,the supervision of procurement services is not in place,and the purchase methods and contents are very limited.From the perspective of social organizations that undertake services,the number is small and the public sports service capacity is weak.From the perspective of citizens,the degree of public participation is low and can not get effective expression and feedback.Then it analyzes and draws lessons from relevant domestic experience and combines with the actual situation of Shaanxi Province to put forward corresponding suggestions in the aspects of legal system,government management,supervision and evaluation,supply and demand mechanism and the management of the undertaking party: Shaanxi Provincial Sports Bureau should increase its support for sports social organizations and improve relevant policies and regulations;Explore different ways to purchase and enrich the purchase content;Sports social organizations should strengthen their own capacity-building,improve their own hematopoietic capacity,and put forward innovative purchase models to optimize the purchase path,so as to provide a case for the government to support social organizations to purchase services. |
