Research On Technological Innovation Effects Of Environmental Regulation And Government R&D Subsidies

Since the reform and opening up,China has achieved remarkable economic growth achievements,however,the extensive type of economic mechanism leads to higher consumption.of resources and energy and the intensification of environmental pollution.In this case,different regions gradually attach importance to the balance between ecological environment system and economic development.In particular,the importance of environmental system construction has gradually attracted the attention of the Party Central Committee.The “CPC Central Committee’s Decision on Comprehensively Deepening Reform of Some Major Issues” proposes that the construction of ecological civilization must establish a systematic and complete ecological civilization system and protect the ecological environment with the system..Effective environmental regulation policies should protect the economic interests of enterprises in the process of reducing pollution,ensure win-win economic and environmental protection.It is necessary to attach importance to the R&D activities of Chinese companies and accurately control the relationship between environmental control countermeasures and technology R&D.The technological innovation of enterprises is not only affected by environmental regulation,but also receives R&D subsidies from local governments to promote innovation.Therefore,the role of government R&D subsidies should not be ignored in the study of the impact of environmental regulation on technological innovation of enterprises.This paper focuses on the theme of environmental regulation and the impact of government R&D subsidies on technological innovation.Firstly,this paper explains the definition of environmental regulation,government R&D subsidies and technological innovation,and systematically sorts out environmental regulations to influence technological innovation.The government research and development subsidies affect technological innovation and the related research and theory that affect the technological innovation.Then we conduct a statistical analysis of the status quo of our environmental regulation,government R&D subsidies and technological innovations.Then the paper elaborates on environmental regulation and government.Analysis of the mechanism of R&D subsidies affecting technological innovation.Under this premise,this paper chooses panel information of 30 provinces and municipalities and municipalities in China(excluding Tibet,the data is seriously deficient)from 2008 to 2017 as a sample,using the fixed effect model to empirically analyze the environmental regulation and government from the national sample level and regional sample level.The impact of R&D grants on technological innovation.Finally,based on the results of mechanism analysis and empirical research,this paper proposes relevant policy recommendations.This paper has the following main conclusions: From the empirical results of the national sample level,first of all,there is a “U”-type nonlinear relationship between environmental control and technology R&D,and technological innovation will first decline and then rise with the increase of environmental regulation.Trends,there are thresholds for conversion thresholds;Secondly,the impact on technological innovation,government R&D subsidies and environmental regulation have complementary roles.Specifically,government R&D subsidies can improve the role of environmental regulation in promoting technological innovation and make environmental regulation innovation effects can occur at reduced strength.In addition,the results of the robustness test in this paper also reinforce the above conclusions.From the regional sample level,it can be concluded that the environmental regulation of different regions and the impact of government R&D subsidies on technological innovation are heterogeneous.By comparing the regression results of samples from the eastern,central and western regions,this paper finds that,first of all,the threshold of technological innovation effects of environmental regulation in the eastern region is greater than that of the central region and the western region.Government R&D subsidies in the eastern and western regions can enhance the role of environmental regulation in promoting technological innovation,so that the effects of environmental regulation innovation can occur under reduced intensity.In contrast,the technological innovation effect of government R&D subsidies in the eastern region is greater.The technological innovation effect of the R&D subsidies of the central government is not significant.
