Environmental Regulation,Government R&D Funding And Green Technological Innovation

Green technology innovation is an important way to alleviate the pressure of environmental pollution and resource constraints,and plays an important role in promoting the green and healthy development of the economy.However,from a practical point of view,China still has problems such as low green technology innovation and uneven development.How to design reasonable policy tools to induce green technology innovation is the current focus and difficulty.Based on this,from the perspective of complementary policy advantages,this paper uses provincial panel data from 2005 to 2016,and empirically analyzes the impact of formal and informal environmental regulations on green technology innovation using the spatial Dubin model,and further introduces government research and development funding to study Its regulatory role in the relationship between environmental regulation and green technology innovation is intended to provide a theoretical reference for the effective play of different environmental regulation policies and the improvement of government R&D funding policies.This article mainly draws the following research conclusions.First,the gap between China's green technology innovation regions is large,and it shows significant spatial autocorrelation.The level of green technology innovation is higher in the eastern region,but lower in the central and western regions.Green technology innovation has significant spatial autocorrelation and obvious spatial spillover effects.Second,different types of environmental regulations have different effects on green technology innovation.Formal environmental regulation inhibits green technology innovation to a certain extent,while informal environmental regulation can significantly promote green technology innovation.Third,government R&D funding can significantly promote green technology innovation in the region,but it has no significant effect on green technology innovation in neighboring areas and areas with similar economic development.Fourth,government R&D funding plays a significant role in regulating the relationship between formal and informal environmental regulation and green technology innovation.Environmental regulatory policies and government R&D funding policies have formed complementary advantages.Government R&D funding alleviates the negative impact of formal environmental regulations on green technology innovation,and at the same time helps to play the role of informal environmental regulations in promoting green technology innovation.Finally,according to the research conclusions of this paper,targeted policy recommendations are made in terms of strengthening regional exchanges and cooperation,reasonably determining the intensity of formal environmental regulations,attaching importance to the role of informal environmental regulations,increasing government R&D funding,and rationally setting policy combinations.
