Research On PPP Mode Of Shale Gas Logistics System Construction In Yunnan Province

The development of shale gas industry is an important measure for China to "optimize energy consumption structure","reduce carbon emissions" and "reduce the dependence on energy imports".By July 2019,Zhaotong has obtained 40 million yuan of provincial budget investment and 18 million yuan of central financial subsidy funds,and has introduced 2.56 billion yuan of social capital for shale gas exploration and development.Improving the construction of shale gas logistics system is an important condition for realizing the commercialization of shale gas industry,among which pipe network construction and gas storage equipment are the key links.Compared with other key regions,the shale gas industry in Yunnan Province is relatively backward.Due to the special geological conditions,imperfect pipeline network construction and unadvanced gas storage technology in Yunnan Province,the whole commercialization process of shale gas will involve difficulties in supply chain financing for development equipment,and logistics construction of gas storage and gas transmission pipeline network.Based on this,this article will draw lessons from the PPP model in the application of the construction of urban infrastructure,the construction of logistics system in shale gas is shown the feasibility of the combination of logistics finance and the PPP mode,and evolutionary game theory is introduced to the mode of shale gas on strategy analysis of the construction of logistics system under the condition of considering the risk and return on investment,Introduce social capital to improve the construction of gas transmission network,improve gas storage technology and provide financial support for equipment suppliers involved in shale gas development.Try to build a new model of shale gas logistics system construction in Yunnan Province under the condition of government subsidies,in order to reduce the financial pressure on local government.To solve the difficulties involved in the development of shale gas in Yunnan Province,such as the financing of the supply chain of development equipment,the construction of gas storage and gas transmission pipeline network.
