Research On Comprehensive Administrative Law Enforcement Reform Of Ecological Environment Protection In G City, Guizhou Province

For a long time,China's administrative system has been fragmented,and there is the problem of multiple management of the same administrative matter both horizontally and vertically,especially in the field of ecological and environmental protection.In March 2018,the National People's Congress adopted a new round of reform plan for Party and state institutions,which explicitly required the integration of integrated law enforcement teams on ecological and environmental protection and the integration of functions in the field of ecological and environmental protection.The result of the system reform of the comprehensive administrative law enforcement for ecological environmental protection is related to the reconstruction of the government responsibility system and the optimization of the organizational system,and is a prerequisite for the realization of the modernization of the ecological environmental governance ability.Therefore,it is worth studying what problems still exist after the reform and how to deepen the reform.Based on G city ecological environment protection in Guizhou province as the research object,comprehensive law enforcement reform from the perspective of public management to do the empirical research on the ecological environment comprehensive law enforcement reform,based on the holistic theory and dissecting the theory,using literature study and investigation method,obtain the city's ecological environment protection statistical data,the basis of comprehensive reform of administrative law enforcement This paper sorts out the aspects from which G City carries out the reform,the results achieved by the reform and the existing problems,analyzes the deep-rooted causes of these problems,and proposes countermeasures and suggestions for deepening the reform according to the reasons.Focusing on the core research issues,this paper starts writing with the logical framework of describing the reform progress,analyzing the existing problems and causes,and countermeasures and suggestions.Ecological environment protection in the study found that G city comprehensive law enforcement reform,mainly the functions of law enforcement,law enforcement agencies and law enforcement to integrate and optimize the process,but also exist collaborative linkage mechanism is imperfect,villages and towns environmental regulatory responsibilities implementation does not reach the designated position,lack of law enforcement and security,law enforcement team construction is not a few problems,dig the reason,It is found that these problems are caused by the lack of legal guarantee,the conflict of interests,the institutionalization of law enforcement,the unscientific design of work flow and the lack of incentive mechanism.Then,it puts forward the way to deepen the reform of comprehensive administrative law enforcement for ecological environmental protection from the aspects of legal construction,supervision responsibility,internal functional responsibility,business process and team construction.
