With the acceleration of the global industrialization process, the comprehensive strength of ASEAN countries has been significantly improved, and they have become the world's fifth largest economy, and China has maintained the relationship with each other as the largest trading partner for many years. But its rapid economic development comes at the cost of large, uncontrolled energy consumption, which brings about the problem of climate warming caused by greenhouse gas pollution, and Southeast Asia is one of the most vulnerable regions in the world to climate warming, and the increasingly frequent typhoons and meteorological disasters such as floods, thunderstorms, and hailstorms are threatening people's production and life, which makes it urgent to reduce emissions. In the face of the crisis of climate change and the objective needs of national economic development,ASEAN countries are also actively seeking effective measures to balance environmental protection and economic development, such as successively proposing their own "carbon neutral" timetables and formulating specific emission reduction policies.Starting from the economic development status, energy resource endowments, energy production and consumption structure, carbon emissions and carbon intensity of the five ASEAN countries(Indonesia,Vietnam, the Philippines,Malaysia and Thailand),this paper analyzes the existing carbon reduction strategies and policies, and believes that there are still certain deficiencies in the existing emission reduction measures and there is room for improvement.Subsequently,a stochastic frontier analysis model(SFA)was constructed to measure the carbon emission efficiency of the five ASEAN countries as a whole and each country,so as to conclude that the carbon emission efficiency of the five ASEAN countries is low,and there is a large potential for carbon emission reduction, and the implementation path of the five ASEAN countries to promote carbon neutrality is proposed.
