Over the past few years, global and regional environmental policies have proliferated in response to greenhouse gas emissions, but the emissions of greenhouse gases such as carbon dioxide still remain high.In addition to setting environmental policies, using technological advances to tackle carbon emissions is also promoted, but the practical impact of technological progress on reducing carbon emissions remains controversial. To solving this problem, this paper,in the foundation of energy economics,by employing econometric analysis methods, analyze the impact of low carbon technology on carbon emissions. The paper is organized as follows.First, based on the low carbon patent data of 72 countries and regions between 1992 and 2012,the paper calculates the low carbon technology knowledge stock of the study objects by using the perpetual inventory method.Second, this paper collects panel data from 71 countries and regions between 1992 and 2012.On the basis of environmental energy technology, the Malmquist carbon dioxide emission performance index of the research object was measured dynamically by method of stochastic frontier. In the last part,by selecting the Malmquist carbon dioxide emissions performance index(noted as MCPI)as the independent variables, low carbon stock of technical knowledge as the main explanatory variables, the per capita income level, industrial structure, urbanization level, trade level and fossil energy consumption ratio as control variables, this paper does regression analysis on the relationship between the carbon dioxide emissions performance and the low carbon stock of technical knowledge. The innovation of this paper lies in:1.The current research on carbon emission performance is mostly static, and its disadvantage is that it cannot investigate the dynamic situation of the carbon emission performance of the evaluation object.Although some studies have started to use the MCPI to examine the dynamic emissions of the research objects, the subjects are mostly confined to developed countries or economies, such as OECD countries or regions. This paper collected the data of 71 countries around the world from 1991 to 2012,and makes dynamic investigation of the carbon emissions performance situation of the research object. It includes not only the developed countries and regions such as the OECD,but also lower income countries or regions.2.In recent years, researches on carbon emission performance and low carbon technology innovation are active, but there is few research on the impact of low-carbon technology innovation on carbon emission performance.Based on this, this paper estimates the low-carbon technology knowledge stock and carbon emission performance in 71 countries, and analyzes the relationship between them, which makes up the gap in the field of study. But this article also has the following shortcomings:for example, all the factors cannot be covered;what's more, the parameter method also has its own shortcomings,so we can also use the non-parametric DEA method to carry out the research and compare the research results to improve the reliability of the research conclusion.
