As a key project of ecological compensation,the ecological compensation in the river basin plays an important role in coordinating the economic balance and the good ecological environment in the river basin.At present,the basin ecological compensation of the vertical ecological compensation in the basin can reduce the simple financial expenditure pressure on key provinces,ecological reserves,water conservation areas,negotiate equal areas in the basin,and protect the interests of both parties.At present,China’s horizontal ecological compensation in the river basin is still in its initial stage.Although the practice is in the ascendant,the institutional level is lack of systematic and clear provisions,which also exposes the chaotic distribution of horizontal ecological compensation funds,unclear rights and responsibilities,and inadequate implementation of funds.This paper believes that the definition of the horizontal ecological compensation subject is the basis of the government to promote the system implementation and financing,but the single compensation subject is also easy to cause unclear government responsibilities,inefficient compensation work,and is not conducive to mobilize local residents,enterprises,social organizations to participate in the horizontal ecological compensation practice.Therefore,this paper believes that in addition to the single compensation subject,there are still problems such as the fuzzy compensation subject and the lack of supervision subject of the river basin horizontal ecological compensation,which makes the practical work of the horizontal ecological compensation in the river basin chaotic.To address the above problems,To provide theoretical support for the horizontal ecological compensation system in the river basin,According to the " who benefits,Who compensates " for the concept,This paper believes that the legislation should be strengthened first,To provide comprehensive and central-level legislative support for the horizontal ecological compensation in the river basin;next,To accurately identify the subject of compensation,In this paper,it is believed that the subjects of compensation include the direct protectors of the horizontal ecological compensation practice in the basin,the indirect protectors and the victims of the ecological damage in the basin,besides,Due to the lack of supervision in practice,Often lead to the compensation funds are not in place,Environmental monitoring is not in place,Therefore,this paper believes that independent supervision subject besides compensation subject and compensation subject,May be held by a higher government,To promote the standardized operation of horizontal ecological compensation in the river basin.
