| Horizontal ecological compensation of river basin can internalize the externality of basin ecological protection by means of government or market,which is intend to adjust the interest relationship between regions with close ecological relationship but without administrative subordination.Horizontal ecological compensation is an important way of ecological compensation of river basin.The calculation of compensation standards among different regions is a focus and a difficulty in establishing horizontal ecological compensation of river basin mechanism.However,there is still a lack of scientific basis in quantitatively setting horizontal ecological compensation standards of river basin.In the research and practices of horizontal ecological compensation standards of river basin,olny the water quality of the regional cross boundary section is considered to calculate the ecological compensation standard,ignoring the impact of water quantity change on the compensation standard.And the calculation of compensation standard is not linked with the profit and loss mechanism between regions,which leads to the insufficient consideration and the one-size-fits-all problem of compensation standard.Based on the comprehensive consideration of water quality and quantity,this study employs theoretical analysis,numerical model and pilot survey to analyze the profit and loss relationship between the upstream and downstream regions of the river basin.Then the method of river basin upstream-downstream horizontal ecological compensation standard is established.The research results can provide technical support for the scientific design of the horizontal ecological compensation standard for the basin.This paper measures the contribution of water quality and quantity in the river basin upstream-downstream different regions.Based on the law of pollutant transport and transformation and the idea of spatial flow model of water supply service,this paper quantifies the impact scope and degree of water quality and quantity contribution of the upstream region on the downstream region,and then reflects the profit and loss relationship between different administrative regions.The horizontal ecological compensation of river basin is divided into protection compensation of upstream water conservation and compensation of water quality and quantity contribution between regions.The impact of water quality and quantity change on regional economy is analyzed.Combined with the profit and loss relationship of water quality and quantity in upstream and downstream,the method of protection compensation standard of upstream water conservation and the method of compensation standard of water quality and quantity contribution between regions are established.Finally,a typical case of horizontal ecological compensation standard is calculated and analyzed to verify the feasibility of the research results.The method of river basin upstream-downstream horizontal ecological compensation standard based on water quality and quantity established in this study can reflect the economic cost of water resources protection,and can reflect water quality and quantity impact and economic compensation relationship more precisely in different regions,which can provide support for the improvement of horizontal ecological compensation of river basin in China. |
