Research On The Countermeasures Of Over-gauge Transportation On Expressways In Chongqing

With the rapid development of China’s economy,the demand for transportation capacity is higher and higher.Expressway as a safe,rapid,strong traffic means,greatly alleviates the situation of traffic congestion,improves the efficiency and service level of expressway transportation,and plays a great role in promoting the economic development.In recent years,with the continuous expansion of China’s automobile logistics industry,the number of vehicle carriers has increased year by year.However,at the same time,illegal refitting and overloading transportation of vehicle have not only caused great damage to expressway facilities,but also caused great security risks to the safety of people’s lives and property.For a long time,the transportation department has been dealing with the overrun transportation behavior,and relevant experts and scholars have also conducted a lot of research on the problem of expressway overload transportation.However,due to profound economic and social reasons,the illegal behavior has not been completely solved,and the phenomenon of expressway overloading transportation is still repeated.This paper chooses the Chongqing Expressway overloading transportation management problems as research object.First of all,it analyzes overloading transportation research background and significance,and then discusses the basic knowledge of overloading transportation,objectively expounds the serious harm of Chongqing Expressway overloading transportation,introduces the current situation of Chongqing Expressway overloading transportation governance,and puts forward some suggestions.This paper describes and analyzes the problems existing in the process of overloading transportation management of Chongqing expressway,and puts forward some countermeasures for the over overloading transportation management of Chongqing Expressway according to the enlightenment of the work at home and abroad.The main contents are divided into seven parts:The first part is the introduction.This paper mainly discusses the significance of the research background,research status at home and abroad,the main research methods,and expounds the innovation and shortcomings of this paper.The second part is the concept and theoretical basis of overloading transportation and expressway traffic law enforcement.This paper introduces the overloading transportation and expressway traffic law enforcement,and then expounds the theoretical basis of the overloading transportation governance.The third part is the current situation of Chongqing Expressway over limit transportation.Firstly,it introduces the harmfulness of over limit transportation;secondly,it introduces the laws,regulations and documents related to overload control in Chongqing,and finally,the governance organization,working mechanism,governance measures and effectiveness of Chongqing’s overload transportation.The fourth part is the analysis of the existing problems and reasons of Chongqing Expressway over limit transportation.Firstly,this paper introduces the existing problems of Chongqing Expressway overrun transportation;secondly,it analyzes the causes of the problems.The fifth part is a comparative study on the governance of out of gauge transportation in China.First of all,the experience of overload control in Shanxi and Shaanxi in China is summarized.Finally,the experience of domestic governance is summarized,which provides reference for the Countermeasures of Chongqing Expressway overload transportation.The sixth part is to improve the countermeasures and suggestions of Chongqing expressway overloading treatment.Combined with the formation mechanism of Chongqing expressway overloading transportation,this paper puts forward the governance ideas of perfecting laws and regulations,strengthening source supervision and scientific and reasonable planning of transportation and transportation market,adhering to the government leading,strengthening cooperation and linkage,strengthening the construction of law enforcement team,strict law enforcement supervision,strengthening the application of science and technology and information construction,and strengthening the guidance of public opinions and norms adjust and cooperate to establish a long-term mechanism of Chongqing expressway overload transportation management.The seventh part is to summarize the achievements of Chongqing expressway overloading transportation management,put forward the relevant governance conclusions,and prospect the Chongqing expressway overloading transportation governance.
