| In recent years,the rapid development of the power industry has become an important lifeline of China’s national economy and a benchmark among state-owned enterprises.Under the correct guidance and leadership of national policies,the construction of smart grids based on UHV grids has been vigorously carried out,and the construction of the "Global Energy Internet" has been promoted globally.With the increasing advancement of industrialization and the continuous increase of residential electricity consumption,power engineering construction has gradually flourished throughout the world.With the gradual expansion of the scale of infrastructure investment,the requirements for improving the cost management system and effective cost control are also increasing.As the central force of power grid operation,substations undertake the task of power conversion,but the cost management problems of substation projects have gradually emerged for a long time.Due to the unscientific project decision-making and the unreasonable engineering design estimates,the later construction management of the project cannot keep up.As a result,the investment scale of some power projects is out of control,the construction quality is unstable,and the project operation and management is not up to standard,resulting in the widespread existence of "three super projects" in substation projects(that is,the initial budget of the project exceeds the investment estimate,and the construction drawing budget exceeds the standard.The preliminary design budget and final budget for completion exceed the budget of construction drawings).The huge waste of cost investment seriously affects the implementation and audit of national plans and fiscal budgets,and interferes with the normal economic order in the field of power engineering construction.Therefore,it is of great significance to adopt a scientific,effective and sustainable cost management system.This article first analyzes the concept,classification,characteristics and related theories of life cycle cost,discusses the theoretical works and scholars’ opinions on the historical process of life cycle cost at home and abroad,and briefly describes the implementation of the life cycle of substation engineering projects.The significance of cost management,and then based on the actual fundamental situation of the XLC110 kV substation project as a framework,the use of life cycle cost management(LCC)related theoretical research for in-depth analysis,and the XLC110 kV substation project as the carrier and research object,expounds the substation The main points of management work in each stage of the cycle,build a cost estimation model and calculate its life cycle cost,and reasonably optimize the cost of each stage.Get the method of cost optimization at each stage of the life cycle of the substation.Through the study on the comparison and selection of XLC110 kV substation design schemes,the application of cost optimization methods in the design stage and the superiority of life cycle cost are explained.This article finally evaluates the cost improvement of the substation,focusing on the guiding effect of the life cycle cost management(LCC)control method on the power grid industry,and the huge and far-reaching impact on improving the overall economic benefits and social image of the substation project.I hope to use my shallow academic analysis to provide certain value for the cost management of power engineering substation projects,and help the power grid industry to take off. |
