Research On Power Grid Emergency Management Based On Holistic Governance

As an important part of power industry,power grid emergency management is related to the healthy operation and stable development of national economy.But at present,the power grid emergency management in our country is fragmented due to some problems such as poor communication within the government,which requires the use of the overall governance theory to create a new power grid emergency management mode to improve work efficiency and level.Based on the theory of holistic governance,this paper studies the related problems of power grid emergency management.Firstly,this paper discusses the related concepts of power grid emergency management and the theoretical tool of holistic governance.Through the relevant applicability analysis and summary,it expounds the feasibility of using holistic governance as a theoretical tool to study power grid emergency management in China;Secondly,this paper studies the current situation of power grid emergency management in China,and points out the existing problems of power grid emergency management in China,such as the poor storage and sharing of power grid emergency resources by local governments,the slow transmission of power grid emergency management information by local governments,the weak government enterprise interaction effect of local government emergency plans This paper analyzes the causes of the problems,including the constraints of administrative power mechanism,the obstruction of information transmission,the weak subjective awareness of linkage,and the lack of practical emergency plans;Finally,in view of the shortcomings of the current power grid emergency management,this paper puts forward a new idea of power grid emergency management based on the holistic governance theory,and realizes it by deepening the construction of power grid emergency management system,strengthening the power grid emergency management organization system,optimizing the integration of power grid emergency management resources,etc,The "fragmentation" problem in power grid emergency management is skillfully solved,so as to realize the improvement of power grid emergency management.
