With the development of the times,the harm of various public crises is increasing,and the government is paying more and more attention to public crisis management.Electricity,as a typical public product,is related to economic development,social stability,and national security.In recent years,the scale of the power grid has become increasingly large and the system structure has become more complex.In addition,natural disasters,operational risks,and other factors have led to a sharp increase in the risk of large-scale power outages in the power grid.Zigong is located in the southern part of the Sichuan Basin.Due to the weak power grid structure and high population density(ranking fourth in the province),a large-scale power outage event in Zigong will have a significant impact on its economic development,society,and safety,leading to social disorder and bringing great negative impacts to the people of Zigong.Therefore,when a large-scale power outage occurs in the Zigong power grid,how to restore power supply in the most efficient and minimally affected way has important social value and practical significance.This article takes the emergency management system for large-scale power outages in Zigong City as the main research object.Using public crisis management theory and collaborative governance theory,based on literature analysis,questionnaire survey and interview method,field investigation method,and descriptive statistical analysis,it analyzes the emergency management mechanism and organizational structure for large-scale power outages in Zigong City,emergency plans and drills,government enterprise collaboration,information disclosure and transmission,and emergency resource guarantee from five perspectives,Analyze the current situation of emergency management for large-scale power outages in Zigong City,explore the problems and reasons,and ultimately propose corresponding improvement measures,in order to provide reference for improving the emergency management capacity of large-scale power outages in Zigong City.Through research,it has been found that there are five problems in the emergency management of large-scale power outages in Zigong City,including incomplete emergency management mechanisms and organizational structures,mismatched emergency plans and drills,inadequate coordination between government and enterprises,unimpeded information sharing and reporting,and unreasonable allocation of power emergency resources.The main reasons for this are: weak points in emergency management mechanisms,limitations in emergency plans and drills,lack of concept of government enterprise collaboration,incomplete breaking of barriers to information sharing,and insufficient foresight in power emergency resource planning.Based on the above issues and reasons,improvement measures are proposed: improving the emergency management mechanism for large-scale power outages,optimizing emergency plans and drills for large-scale power outages,forming a coordinated governance pattern between government and enterprises,unblocking channels for sharing information on large-scale power outages,and reasonably allocating emergency resources for large-scale power outages.
