Research On Risk Identification And Evaluation Of Forestry PPP Projects

In order to improve the supply efficiency of public goods and services and promote econo ISc growth,China has actively promoted the public-private partnership(PPP)model,issued a series of encouragement and support policies,and launched many PPP projects.Forestry,as the main position for China's ecological civilization construction and the provision of public goods and services,vigorously promotes the use of the public-private partnership(PPP)model to attract social capital and financial capital into the field of forestry ecological construction and protection and utilization,actively expands the increment and strives to revitalize the stock,which is of great significance for promoting the construction of ecological civilization,promoting econo ISc and social development and building a well-off society in an all-round way.As the financing,organization,implementation and environment of PPP forestry projects are relatively complicated,there are certain risks for both the government and the parties.The accounting function of discovering risks and effectively controlling and managing risks is particularly important.Accounting management can effectively analyze and prevent these risks and control them when they arise.In order to evaluate the risks of forestry projects in China based on cooperation between government and social capital,this paper is divided into two stages.The first stage is to obtain the risk factors that may affect forestry PPP projects on the basis of Delphi method and questionnaire survey,identify the key risk factors(KRF)from them by calculating standardized values,and separate the key risk groups(GRF);The second stage is to determine the probability(PO),impact size(IS)and overall risk level(ORL)of each KRF and GRF through fuzzy comprehensive evaluation method.Finally,through F case analysis,the practicability and operability of the risk factor identification and evaluation method are verified.The evaluation index system,multi-criteria fuzzy comprehensive evaluation framework,conclusions and risk response measures in this paper can help all participants in PPP forestry projects to make appropriate decisions and use li ISted resources on the cutting edge.At the same time,this paper can provide reference for social capital to avoid too risky projects,promote the government to take effective measures to reduce project risks and attract more high-quality social capital.In addition,the risk assessment of forestry projects based on the cooperation between the government and social capital has not been paid enough attention and discussed.This paper also supplements the deficiency of the existing research in theory.
