With the application and development of GIS (Geographic InformationSystem), computer technology, Remote Sensing technique and GPS, PGIS (PoliceGeographic Information System) has been paid more and more attentions. Basedon the electronic map, it applies Geoinformatics technology with the purpose ofinformation-sharing and comprehensive utilization for realizing the visual queryand supplementary analysis of police information and improving the overallcapabilities such as decision-making, quick response and pre-arranged planning aswell as providing effective control measures for security administration, policearrangement and patrol surveillance, etc. However, PGIS has not developed wellin the application of forestry public security nowadays. Considering the frequentappearance of high-tec crime methods and the rising forestry crme rate, traditionalmodel and idea can not meet the need of new situation. Especially thevisualization of information management and the high technology level ofauxiliary criminal detection. it’s necessary to establish a complete forestrypolice-oriented geographic information platform.The author of the thesis will combine PGIS with forestry public securities todevelop a PGIS for forestry public securities’ system based on.NET Frameworkwhen considering the characteristics of forestry criminal case and policeinformation. The purpose of this system is to implement its key functions such asthe operation of basic map (GIS basic map layer and attribute operation), themanagement of police thematic information (eg group, staff, facilities andequipments and the management of case information), the retrieval of basicinformation, the analysis of alert decision(eg. the annotation of case information,the analysis of radius for case information, the search for police supplies and thecommand and adjustment) and the study of subject statistics (eg. the printed document of forestry criminal case and statistical report), etc. In terms of decisionand analysis, it has to predicate some areas prone to forest fire cases where thedeployment of police is especially needed, as for the office automation system, areasonable functional module for police information should be developed for dataentry. Once the data is saved, it will output the printed case documents and thelocation draft, In a word, compared with other systems, the PGIS for forestrypublic securities’ system is featured with high pertinence. It could aid to detectcriminal cases considering the characteristics of forestry crimes, which greatlyimproves the capabilities of criminal detection and working efficiency.The paper firstly introduces some key technologies related with the systemdevelopment such as ArcEngine,.NET Framework, ArcSDE and Geodatabese.Secondly, based on the analysis of need for users and system building, the authoris going to design the system architecture, functional modules and table structureand builds system database. Lastly, the detailed functional planning for eachsubmodule is realized.
