Since 2003,our country began to carry out the pilot work of collective forest property right system reform in an all-round way.Up to now,it has been more than ten years.The main content of the reform is to further clarify the use rights and interests of forest land and the ownership of forest ownership;The purpose of the reform is to ensure the realization of the right to income strictly through the flexible treatment of the management right and the further implementation of the disposal right.In recent years,the effect of the reform has become increasingly significant,and many surprising changes have taken place.The contracted management system of forest land has been implemented,the property rights of forest resources have been clarified,and some reform demonstration areas have started to launch forest property mortgage financial services based on forestry micro loans.This kind of forest right mortgage mode enables the forest resources in collective forest right to obtain the forest right mortgage loan without cutting.The mortgage mode of collective forest rights has brought many benefits to our country's farmers,but it is also a big innovation,which has set off a storm in the field of rural finance.It fully stimulates the vitality of the agricultural and forestry market and eases the bottleneck of the market.In recent years,the state has formulated a series of policies for the implementation of collective forest right mortgage.For example,the state further promotes the reform of collective forest right system,confirms the ownership of rural woodland and completes the registration for it;Issue the right certificate to the oblige after the registration;And also made great efforts in the flow and transfer of forest rights.However,as the reform progressed,some problems also emerged.Mainly due to the excessive restrictions on the object of forest rights mortgage in our country,the high cost and risk required for mortgage,the unclear model of domestic collective forest rights mortgage,etc.These problems hinder the development of collective forest rights mortgage in the country..Therefore,as a new financing method for forest rights,collective forest rights mortgages need to be perfected in law and practice.This article will study from five aspects.The first part introduces the background of my country's current forestry reform and explores the current status;the second part discusses the definition of the basic concept of the collective forest rights mortgage system;the third part starts with the forest reform that has been carried out in our country.Summarize practical experience in the pilot areas;the fourth part summarizes the current problems exposed according to the law and practice;the last is the focus of the full text,summarizing how to improve the problems.
