Forest property mortgage loan is an important supporting measure to deepen the reform of collective forest right system,and it is also a new type of financing method,which mainly refers to the borrower using the property right of forest ownership,forest land use right and other property rights as collateral to loan to the bank.The exploration of this financing method to some extent solves the problem of lack of mortgage approved by the bank when the farmers in mountainous areas are lending,and creates the conditions for the smooth financing of the farmers.At present,this article chooses the government as the leading forest property right collection and storage guarantee mode to carry on the research,carries on the theoretical analysis and the empirical research to the forest right storage guarantee promotion forest right collection and storage guarantee work.Under this background,this paper selects Jianyang District,which is rich in forestry resources and develops the guarantee work of forest property right,and Shunchang County,a key forestry county in the province,to determine the theoretical basis and related concepts of forest property right storage and storage guarantee by using the method of literature retrieval.This paper analyzes and summarizes the generation of forest property rights storage guarantee,using interview and questionnaire,collects first-hand information in the process of interview and questionnaire investigation to the farmers who successfully completed forest right mortgage loan through the intervention of forestry bureau.Obtain the relevant data of the borrower's feeling about the forest right collection and storage guarantee service.And in the course of the discussion with the relevant personnel of the Forestry Bureau,we will deepen the understanding of Jianyang District and Shunchang County.At present,the actual situation of forest property rights storage guarantee work understanding.On the basis of the demonstration of the.forest property right collection and storage guarantee work in Nanping City,the basic situation of the borrower and the forest right mortgage loan obtained through the forest property right collection and storage guarantee center are analyzed.In order to further improve the Fujian Province forest right mortgage loan work to provide a reference.Through the descriptive statistical analysis of this project,from the perspective of the borrower,this paper puts forward that the future forest property rights storage and storage guarantee work in the processing of loan procedures,lending time,loan term,interest rate,evaluation value to the actual mortgage value ratio,guarantee costs,Mortgage tree species,tree age,area restrictions,post-default disposal methods and other aspects of adjustment.Finally,according to the empirical analysis of the forest property right in Nanping City,the following countermeasures are put forward:to reduce the loan interest rate,to increase the loan amount,to simplify the loan procedure,to reduce the guarantee rate,to reduce the assessment cost,and to extend the loan term.Increase the ratio of loan amount to assessment value,shorten loan time,shorten loan time and relax restrictions on mortgage forest right tree species.
