With the rapid development of China's urbanization,the construction of small towns with distinctive characteristics has been booming in China.As the spatial carrier generated by the continuous and in-depth development of new urbanization,the construction and development of cultural tourism characteristic towns are facing both opportunities and challenges at present.At the same time,with the change of mass consumption demand and the integrated development of cultural tourism,as well as the prominent importance of culture in today's society,the cultural IP of small towns plays an increasingly important role in its development and construction.Based on the research perspective of IP,this paper elaborates and discusses the development strategy of small towns with cultural and tourism characteristics in line with China's national conditions.Based on combing text brigade characteristic town construction present situation analysis and development dilemma and the characteristics of tour IP value exploration and development,and connecting with the management,tourism,art,such as marketing,consumer behavior related theory,the perspective of IP below ideas and characteristics of town construction,marketing and communications as well as the cultural consumption level of the audience to a certain degree of analysis and inquiry,Then put forward countermeasures and suggestions to promote the development of cultural and tourism characteristic towns,in the hope of providing reference and reference for the follow-up similar studies and the construction and sustainable development of cultural and tourism characteristic towns,and promoting the healthy development of the cultural industry and tourism industry of small towns.
