Research On The Migration Of Rural Elites In The Context Of Rural Revitalization

In the report of the 19th National Congress of the Communist Party of China,rural revitalization has become a national strategy for the construction of socialist rural areas in the new era of China.It is also a reflection of the country's emphasis on rural issues,rural areas and farmers.Since the beginning of Fei Xiaotong's rural China,the academic circle has never stopped studying rural areas in China.Along with our country urbanization speeding up,the gap between urban and rural,with the aid of modern information and traffic,the development of science and technology,rural local mode is changed,a large number of rural labor migrates to the city,in order to get a better short-term income and migration into cities,in the process,a large number of rural elite enveloped in migrant tide,to change their family even fate for the purpose,has become a new citizens in the modern city.This kind of brain drain causes the gap between urban and rural areas in China to widen into a vicious circle.The rural areas are getting poorer and poore r,but they cannot retain their talents.However,the realization of rural revitalization cannot be achieved without the support of rural elites.No matter at the level of policy implementation,economic development or cultural leadership,it is necessary for rural elites to lead ordinary farmers in development.In agrestic complex deep in rural China,rural elite can not only at the grassroots governance level further implement the implementation of the national policy,and combining with the development of modern information technology produce electricity and informatization of agriculture,revitalize the rural economy,also bring village city advanced cultural ideological trend,to "sublation" rural traditional culture.Therefore,the migration of rural elites is the core of this paper.Through interview,literature research and typical analysis,this study takes an administrative village under the jurisdiction of Douqing town,Shuicheng county,Guizhou province as the object of study.It is believed that it is necessary to solve the problem of rural elite migration by adhering to the three points of"village return,external introduction and endogenous cultivation".It can be divided into five aspects.First,reform the outdated household registration system,break the dilemma of dual household registration in urban and rural areas,and solve the barriers of household registration transfer between urban and rural areas,so that the rural elite can return to their hometown for living means and social security.In terms of property ownership,relevant laws and regulations should be adopted to ensure that the means of production can be entered into the market according to laws.Second,improve the existing talent policy,especially for college and technical secondary school graduates,introduce preferential treatment and subsidy policy for practical talents,make clear the salary protection treatment,broaden the promotion and development path,so that graduates can return home without worries.Third,improve the rural material living conditions,the majority of grassroots rural response to the central government to improve rural living conditions,such as the "toilet revolution",efforts to narrow the gap between urban and rural living conditions,the development of the county economy,so that the living environment between urban and rural no longer become the impact of the rural elite.Fourth,give full play to the role of follow villager in rural construction,completes the countryside modernization of celebrity status change,successful people into new squire to absorb all kinds of countryside,through its appeal and opening of social networks enhance rural development,especially to absorb some of the villages and towns of civil servants,let them from rural affairs managers become the promoter of rural development.Fifth,remolding the rural spiritual and cultural environment.First,we will promote the development of the rule of law at the community level,cooperate with the central government's campaign against crime and vice,and make the concept of fairness,justice and the rule of law deeply rooted in people's hearts.Secondly,core values should be cultivated to restore the traditional rural concept of justice and interests.Finally,the central rural revitalization strategy should be implemented to change the state of rural desolation.
