Research On The Reasons And Countermeasures Of The Loss Of Rural Elites Under The Background Of Rural Revitalization Strategy

This year will be a decisive year for China in completing the building of a moderately prosperous society in all respects.Since the 19 th National Congress,more and more attention has been paid to the lives of rural residents,and the socialist modernization drive in the new era also puts forward higher requirements for rural development.China's rural population is large,so the quality of rural development is directly related to social harmony and stability.However,it cannot be denied that the foundation of rural development is still weak at the present stage,resulting in a serious problem of brain drain in rural areas,which leads to rural development falling far behind the cities,thus causing a vicious circle of more brain drain.In view of this,it is of great urgency for China's rural development to study the causes of the outflow of rural elites and formulate effective countermeasures to reduce the outflow of rural elites.In order to study the problems related to the outflow of rural elites,this paper starts with the basic concepts and theories,introduces the concepts of rural elites and related elite theories and governance theories,and analyzes the important role of rural elites from the theoretical level.Then,according to the different roles of rural elites,it divides them into rural political elites,rural economic elites and rural social and cultural elites,and elaborates the important roles of these three types of rural elites.On this basis,taking Nanxiaojia Village in Shandong Province as a case study,this paper analyzes the reality of the loss of rural elites in Nanxiaojia village.Due to the loss of rural elites,the local situation of grassroots democracy is blocked,economic development is slow,and spiritual and cultural communication is stagnated.Then from the rural social development opportunities,rural infrastructure,rural public services,rural education resources,rural medical security and other aspects to explore the root causes of the loss of rural elites in Nanxiaojia Village.Finally,according to the case of south XiaoJia Village rural elite loss,this paper puts forward some countermeasures and Suggestions to reduce the loss of rural elite,solve the rural elite erosion is the most important thing is to accelerate the development of rural economy,provide opportunities for the development of rural elite,the second is to strengthen rural construction investment,narrow the gap between urban and rural,and finally to improve the rural social environment,attract rural elite backflow.
