Taking the Second World War as a time node,the legal theory community's attention and research on the principle of trust protection gradually deepened,and gradually shifted from the theoretical stage to the practical stage.Among them,the German administrative law theory is the most systematic and typical,and it has also profoundly affected after World War II.Many countries and regions.Under the new situation of rapid economic and social development in China,the adjustment range of legal norms and corresponding administrative behaviors is increasing day by day,and it is very likely to affect or damage existing interests on a large scale.Whether the national interests generated by the citizens based on their trust in the government can be protected to the greatest extent,and whether the government can comply with the development of the times and issue new laws and regulations to make proper administrative actions has become a topic of widespread concern.The article includes five parts.The first part is an overview of the principle of trust protection in the Administrative Licensing Law,which mainly probes into its concept,legal basis,applicable conditions and protection methods.The second part analyzes the provisions on the principle of trust protection in the Administrative Licensing Law,and explains the applicable conditions and rules of the principle of trust protection in administrative licensing.The third part takes Germany,Japan,Taiwan,Anglo-American,European Union,etc.as examples to discuss the provisions and application of trust protection principles for extraterritorial administrative licenses and useful experience that China can learn from.The fourth part points out the shortcomings of the "Administrative Licensing Law" in China on the principle of trust protection,including some problems in the substantive and procedural aspects.The fifth part,on the basis of the fourth part,puts forward specific and perfect ideas for the lack of legislation.
