The definition of trust protection principle is that the administrative governmentshould be honest and trustworthy for their actions and commitments, and should notchange arbitrarily. The basic of its existence is the public’s trust for the country and statepower, which is the basic premise of the public security and the clear expectations ofjob or life.The Administrative Licensing Law of the People’s Republic of China issued onAugust272003, reflects the system of connotation of trust protection principle. Article8and article69stipulate the trust protection on the withdrawal of legal and illegaladministrative behaviors, which can limit the arbitrariness of administrative behaviorchange of executive branch.The establishment of trust protection principle in the administrative licensingsystem is the objective requirement from forms to essence and plays an important rolein protecting citizen’s legitimate rights and interests of citizens, safeguarding social andeconomic order and promoting the rule of law. But because the theoretical researchstarted late and the legislation technology is not mature, there are still many problems tobe solved in the process of the establishment of the administrative licensing trustprotection principles.
