On The Human Rights Protection Responsibility Of Social Public Power

In this modern society with functional differentiation,societal public power,as a form of public power,is closely related to people's lives and extends to all corners of society.Based on the tendency of infinite expansion in the social system,the owners of societal public power dispersed in various social systems have caused threats or even infringements on human rights.Faced with the infringement of complex and diverse societal public power,human rights cannot be fully protected in the theory of state protection of human rights,which has created loopholes in the traditional human rights protection system.The protection of human rights is the consensus of the world and the development trend of human society.In order to protect human rights more comprehensively,as a new form of public power,societal public power needs to bear the responsibility of protecting human rights.At present,all countries have thoughts and contributions to this proposition in theory,norms,and practice.From the perspective of a social system theory,which is suitable for explaining the current status of functionally differentiated society,to analysis the societal public power and human rights may lead to a new solution that meets the current status of society,and make societal public power to bear the responsibilities of human rights protection.
