Research On Government Management Of Urban Domestic Waste Classification In Economically Underdeveloped Counties

In recent years,the urban construction shows a high-speed development trend,with a large number of urban population gathering,and the amount of domestic garbage increasing year by year.As a result of a series of changes in the living environment caused by the treatment of domestic garbage,the ecological environment has been greatly affected,which has attracted close attention and high attention from all walks of life.Garbage classification is not a trivial matter.It is not only a basic issue of people's livelihood,but also a key measure of ecological civilization construction in the national "five in one" overall layout.However,at this stage,the classification and treatment mechanism of municipal solid waste at the county(city,district)level in China has not been formed systematically,including front-end classification,middle-end collection and transportation,end disposal and other links are still in the initial stage,while the social management mechanism of the government is relatively backward in the underdeveloped counties due to their backward economic and social development.The government is not only the manager,but also the "service" It is not conducive to the continuous and long-term performance of the government's public management functions.It is urgent to change the government's functions from a macro perspective,strengthen the government's management scientifically,reasonably and normatively,and effectively and orderly promote the classification and treatment of urban domestic waste in underdeveloped counties.In this thesis,Qingyuan County,which is located in the underdeveloped counties in the remote mountainous areas of Southwest Zhejiang Province,is taken as the research area.Based on the theory of external governance and multi-center governance,the status quo,difficulties,bottlenecks and causes of classification and treatment of urban domestic waste are analyzed in depth,mainly from the perspective of government management functions,taking into account the perspective of society and the masses,and actively exploring the geographical bias in line with the underdeveloped counties The urban waste classification and treatment mode with the characteristics of remote and weak local finance.Based on literature review,questionnaire survey and in-depth interview,this thesis holds that the main problems restricting the classification and treatment of urban domestic waste in Qingyuan County are: insufficient social consciousness of garbage classification,lagging construction of middle and end disposal facilities,weak coordination of government departments at the grass-roots level,and low degree of garbage recycling.The main reasons for the above problems are: the top-level laws and policies are not clear enough,the regional economic level is relatively backward,the government governance and supervision experience is insufficient,and the resource recycling system is incomplete.Based on the above analysis,combined with the actual situation of underdeveloped counties,this thesis puts forward the following countermeasures and suggestions: first,improve the system and strengthen the rigid constraints;second,speed up the project promotion by multi financing;third,optimize the grass-roots governance and implement long-term supervision;fourth,improve the recovery system and push forward the source reduction.It is hoped to provide some reference and suggestions for the classification and treatment of municipal solid waste in Qingyuan County and other underdeveloped counties.
