With the rapid development of China's economy,the conflict between environmental protection and resource utilization has become more and more serious.In particular,the unlimited growth of domestic waste and the severe shortage of resources have become two major problems that have plagued the development of society.The increase in population and the excessive and unlimited consumption have led directly to the development of society.The explosive growth of garbage,The problem of environmental pollution is becoming more and more serious,which must attract the attention of the public and relevant departments.Municipal solid waste is one of the main pollutants in the city,and it will occupy a large amount of land during the storage process,which may bring about soil pollution.Air pollution and water pollution.Said that a reasonable and effective treatment of domestic waste has long been a thorny problem,the most practical and significant way is to recycle waste,achieve resource regeneration.So at this level,For the life of garbage disposal,in fact,is better to promote the development of circular economy.According to the current situation,foreign countries have experience that can be used for reference,which is of great help to us in the treatment of domestic waste.The disposal of domestic waste abroad has a complete legal system,strong policy support,suitable economic incentives,and perfect recovery system.The characteristics of strong public environmental awareness.In short,there is still a certain gap on the road to the rule of law between China and the developed countries in the world,and there is a lack of a clear legislative system.The theoretical basis and material basis of comprehensive treatment of domestic waste are not enough,and there is the problem of unclear power and responsibility of incentive organizations,which makes the technical basis and market basis of domestic waste disposal not firm.The comprehensive treatment of municipal solid waste in Shanghai,and the related legal problems,are mainly analyzed as follows.In the process of comprehensive treatment of domestic waste,the legislative work and the reform of garbage treatment system should be continuously promoted,and the level of government management should be improved.In fact,the comprehensive treatment of domestic waste is the combination of the classification standard of domestic waste and the regeneration of resources,and the classification of domestic waste is the first prerequisite for the comprehensive treatment of domestic waste.In Shanghai,hazardous garbage,recyclable materials,wet waste and dry garbage are classified according to the classification standard of domestic waste,which has a great guiding role for the public and facilitates the recycling of garbage.Treatment has significance of the national promotion.Recycling garbage is the ultimate objective of comprehensive waste management,improve resource recovery efficiency,is of great significance for the zero emission of waste.On this basis,put forward to the comprehensive management of solid waste legislation in Shanghai following legislative proposals:the system level,improve the garbage extended producer responsibility system,garbage put people of the accountability system and living garbage treatment and illegal punishment system.The legal level,the establishment of garbage classification standard,support for building a unified sanitation facilities,thus ensuring the living garbage collection,transportation and disposal in an orderly manner,while strengthening the life The social promotion of comprehensive garbage treatment and the strengthening of supervision and guidance in the process of refuse treatment are also essential to the policy support for comprehensive treatment of domestic waste.
