Research On My Country's Enterprise Environmental Credit Evaluation System

At present,the development of social credit is widely concerned.Our country attaches great importance to the development of social credit,social credit system and social credit evaluation.The recently adopted Civil Code has made specific provisions on credit evaluation,information security and so on.Because environmental credit evaluation is an important part of social credit evaluation,the study of environmental credit evaluation system will also promote the improvement of social credit evaluation system.In the report of the 19 th National Congress of the Communist Party of China,it is clearly required to "promote the construction of good faith,strengthen social awareness",and put forward "improve the environmental credit evaluation system".Enterprises occupy the main position in the multi governance system of environment,so it is necessary to study the enterprise environmental credit evaluation system of China in line with the current situation.At present,the practice of enterprise environmental credit evaluation has been carried out in most regions of China.The development of each region is different,the operation level of the system is different,and there are many problems in the evaluation subject,evaluation content,evaluation procedure,etc.Therefore,this paper attempts to study the enterprise environmental credit evaluation system from a more comprehensive and systematic perspective,systematically study the basic connotation,main features,theoretical basis,basic principles and other contents of the system,and elaborate the legal relationship,evaluation procedure and other contents of the enterprise environmental credit evaluation.On this basis,according to the actual operation of the system,this paper respectively puts forward the following specific problems: the existing evaluation provisions have low legal rank and inaccurate positioning;the impartiality of the third-party evaluation organization makes it difficult to guarantee the quality of the evaluation results;the scope of the evaluation object is not unified,and the authenticity of the evaluation basis is difficult to guarantee;the application of the evaluation results is insufficient;and the relief system of illegal evaluation is absent.Then,this paper attempts to put forward specific suggestions for improvement: to improve the legal rank of evaluation regulations,to accurately position;to regulate the operation of third-party evaluation institutions;to coordinate and adjust the scope of evaluation objects;to take multiple measures to ensure the authenticity of environmental behavior information;to achieve the wide application of evaluation results;to establish and improve the relief mechanism of illegal evaluation.Through these suggestions,the author hopes to contribute to the construction of environmental credit evaluation system.In this paper,through the use of diversified research methods,comprehensive use of environmental law,economics and other multi-disciplinary basic knowledge,to elaborate the theoretical basis,basic principles and other contents of the enterprise environmental credit evaluation system.The author puts forward some innovative suggestions,such as the third-party evaluation institution,environmental service institution,environmental credit restoration,linkage of evaluation results with green finance,joint rewards and punishments,etc.Through continuous improvement of the system,try to build a more comprehensive enterprise environmental credit evaluation system,promote the environmental multi-subject co-governance,and accelerate the construction of social credit system.
