Determining Factors And Economic Impact Of Cases In Violation Of The Eight Central Regulations

It is an important part of the "four comprehensive" strategic layout of the CPC Central Committee since the 18 th National Congress of the Communist Party of China.It is also the fundamental guarantee for building a moderately prosperous society in an all-round way,deepening reform in an all-round way,and promoting the rule of law in an all-round way.Among them,we should adhere to the principle of keeping discipline ahead,resolutely investigate and deal with all kinds of violations of discipline,so that all disciplines and rules can truly become "live high-voltage lines",and strictly govern the party with iron discipline,which is an important part of comprehensively promoting strict party governance.In this context,in December2012,the Political Bureau of the CPC Central Committee passed eight-point regulation on improving work style and closely connecting with the masses,demonstrating the new ruling posture of the new central leadership,gathering the party’s hearts and the people.Since the implementation of the eight regulations,a series of real and hard moves against the shortcomings of the sword finger style have been frequently launched.One of the combined boxing for the construction of style has a significant effect,the Party style and political style have been improved significantly,and the social atmosphere has also been changed.At present,the eight regulations of the central government have been implemented for more than seven years,covering a wide range,affecting a large number of people and having a great social impact.Based on this,this paper focuses on the eight regulations,studies and analyzes the decisive factors and economic impact of the eight regulations,recognizes the mechanism of the eight regulations cases,and tests the implementation effect of the eight regulations policies,so as to further improve the policy effect of strict governance of the party,improve and perfect the leadership of the party,and then lead and promote the modern national governance system and governance ability Change.First of all,through manual collection,this paper obtains eight cases reported by discipline inspection departments at the central and local websites of discipline inspection committees at all levels,collates and sums up the data at the provincial level,and analyzes and summarizes the execution of eight discipline issues in combination with the data on the number of people,units and types of issues investigated and dealt with since the implementation of the policy published in the wind database.On this basis,the data of eight prescribed cases are matched with the relevant economic and social data to obtain the panel data of 31 provinces,autonomous regions and municipalities in 2013-2018.On the basis of combing a large number of relevant literature at home and abroad,this paper constructs two kinds of static and dynamic panel models,and uses FE,differential GMM and other estimation methods to study and analyze eight specified policies.Then,based on the reading and research of the corruption related literature,combined with the characteristics of the eight prescribed cases,this paper selects eight variables,such as fiscal decentralization,government scale,public officials’ income,as explanatory variables,and makes a substantial analysis of the decisive factors and the mechanism of the eight prescribed cases.The empirical test results show that multiple factors together become the determinants of eight prescribed cases,and the overall mechanism is relatively complex.Specifically,(1)the increase of public officials’ income has a significant inhibitory effect on the violation of eight regulations and other disciplinary cases,so the policy of "high salary and clean government" is reasonable.(2)The expansion of the scale of the government has a positive effect on cracking down on violations of the eight regulations.The reason lies in that in recent years,the reasonable reform of the government structure has improved the government’s governance ability;a series of policies such as "deregulation and decentralization" have reduced the administrative cost and improved the work efficiency;in addition,the improvement of the scale of the government has improved the internal supervision mechanism,which can restrain the disciplinary behavior.On the other hand,the decentralization of local finance enables local governments to have higher financial autonomy,and cadres to get more opportunities for rent-seeking,which improves the possibility of disciplinary violations.(3)There is a positive correlation between resource endowment and eight regulated cases,but the correlation between them is relatively low compared with the traditional corruption cases in the judicial category.Furthermore,this paper examines the impact of the number of eight prescribed cases on the macro-economy.The results show that the implementation of the eight regulations and the notification of relevant cases have a significant positive effect on the macroeconomic growth.Specifically,the economic growth is about 0.03% for each 1% increase in the intensity of the eight regulations.This effect has a long-term effect,that is,the notification of cases has a negative impact on the provincial economy in the second year,but the effect has weakened to 0.01 percentage points.This paper studies the eight regulation policies from the macro level.Under the background of promoting the modernization of national governance system and governance capacity,it analyzes the characteristics and effects of the eight regulation policies from multiple perspectives.Since the implementation of the eight provisions of the Central Committee,remarkable results have been achieved,but there are still many problems that interfere with the policy effect.In order to further improve the effect of the eight regulations and strengthen the construction of the party’s style and clean government,this paper puts forward three suggestions: first,the discipline inspection department should persist in the "four climates" problem,keep the high pressure situation all the time,at the same time,improve the system and mechanism,innovate the methods and means,and see through the new way of breaking the discipline trying to drill through the loopholes.Second,the whole party should continue to promote the standardization and institutionalization of the eight regulations.While improving the inner-party supervision mechanism,it should also rely on the masses,improve the relevant accountability mechanism,transform the good experience in the process of discipline enforcement into system achievements,and realize the daily and long-term effectiveness of the eight regulations.Third,we should gradually shift the focus of our work from punishment to prevention,and from the source,curb the emergence of unhealthy practices.Furthermore,it provides a solid guarantee for the realization of the overall goal of promoting the modernization of national governance system and governance capacity.
