The Evaluation Of Provincial Government's Public Service Capability And Its Relationship With Economic Growth In China

As the comprehensive power of China is strengthened,people are paying more and more attention to general living standard improving and basic living security of the vulnerable,meanwhile,government is also making more profound and systematic plans for the public service quality improvement.That's why “public service” has been widely talked in government conferences and media reports nowadays.Equalizing public service for all citizens and making the resources more accessible are the key job and also the major functions of government,and moreover the foundation of society stability strengthening.In addition,economy development is still holding the key attention of people.But what people cares about economy development is more than only income increase,and also more comprehensive scope covering: 1.Economic development quality guarantee;2.Economy structure optimization;3.Economy scale growth.China is at the critical time of socialist construction when the vision to build a well-off society in all respects calls for a balanced development of economy and all other fields of the society.Besides,a service-oriented government also need to establish and perfect the public service system and strengthen its equalization,which are the inherent demands of building a harmonious socialist society,and the practice of livelihood orientation and scientific development outlook,thus realizing the great rejuvenation of China.How to define and perfect the relationship between public service capability and economy development has been discussed widely in the academic field,but most of them are focusing just one aspect like public investment,society insurance,urban infrastructure building,environment protection,technology and education development,etc.This paper studies the correlation from an overall view based on the public service definition and relevant theories,so that to prepare for the coordination of a long-term development.Details are as follows: First it makes a qualitative analysis of the relation between public service and economic increase.Then it adopts entropy weight method to rate the public service capability of China's 30 provinces except Tibet,Hongkong,Macao and Taiwan from 2008 to 2016.The results show that: 1.The public service capability of East China is higher than that of the West,the Middle,and the Northeast.The provincial public service capability's echelon decrease from the East to the West need an urgent improvement.2.From the view of the five factors,the infrastructure factor of some eastern provinces scores lower than that of the western provinces,but other factors score higher marks,indicating that the government function transformation in the east is higher than that of the west,which is the main factor resulting in the public service structure difference between the east and west.At last,it makes an analysis of public service's facilitation to economy development of China's four major regions based on the economy growth theory combined with empirical research based on panel data regression module.Thus,coming to the conclusion: public service can facilitate economy development,and the effect in the eastern region is best,and the west weakest.
