Co-construction, Co-governance And Sharing Of Social Governance Operation Mechanism And Realization Path

In The world today is in a crucial period of great adjustment,great transformation and great development.Political,economic,social,public security and other non-traditional security risks are superimposed on each other,and conflicts of various types and various interest groups arise one after another,the conflict is intensifying.The outbreak of new crown pneumonia has become a trigger for global adjustment.Political operations,economic sanctions,and social conflicts are intertwined with this huge public health event,this makes the new crown pneumonia epidemic unprecedented social participation,the most intense conflict,the most complex process,the largest mobilization of public health emergencies.The facts show once again that non-traditional security risks need to be faced globally.Mankind is a community of shared destiny.To uphold reform and opening-up and build a social governance pattern featuring joint efforts,governance and sharing is the right choice to respect the law of global development.The success of anti-epidemic and the rapid economic recovery have made China's system superiority and system superiority prominent,which has won more countries'approval and support in the international arena.The report of the 19th National Congress of the Communist Party of China(CPC)proposed to establish a social governance pattern of "jointly building,jointly managing and sharing".The Fourth Plenary Session of the 19th CPC Central Committee pointed out that "to uphold and improve the social governance system of jointly building,jointly managing and sharing,to maintain social stability and safeguard national security",clear the new era of state governance thought in the co-construction of shared governance of this element of the core position.Adhering to and improving the social governance system of joint construction,co-governance and sharing is an important institutional guarantee for advancing the modernization of social governance,and is of great significance to maintaining national security,social stability and people's peace.To this end,this study,taking Chengdu,Sichuan Province and Zhejiang,the birthplace of Fengqiao Experience,as an example,uses the methods of interview,investigation,literature,induction and comparison to comb the related concepts and elements of social governance and co-construction,co-management and sharing,from the four dimensions of the social participation mechanism,the mobilization mechanism,the emergency response mechanism,and the comprehensive mechanism of the mediation and handling of contradictions,this paper probes into the contents of the social governance mechanism with Chinese characteristics for co-construction,co-governance and sharing,five main ways to improve the ability of social governance are put forward:one is to optimize and perfect the system of social governance;the other is to give full play to the role of various economic organizations and to build platforms The third is to improve the National Emergency Management System;the fourth is to establish a county-level social governance capacity evaluation index system;and the fifth is to improve the People's mediation,administrative mediation,judicial mediation intermodal transportation system.
