Research On Community Pension Service Path From The Perspective Of "CO Construction,CO Governance And Sharing"

With the acceleration of aging,the trend of aging and empty nest is more and more obvious.The contradiction between supply and demand of pension services is increasingly prominent.After the exploration in recent years,with the construction of the socialized pension service system of "home-based,community-based and institution supplemented",the community pension service has been proved to be a more practical way of pension from the degree of acceptance to the effect of service.The market and society continuously participate in the supply process of community pension service,and show their own unique advantages in practice.Although enterprises have advantages in resources and efficiency,social organizations' adherence to public welfare are incomparable.For the community pension service,there are inevitable limitations in government,enterprises and social organizations,so that the multiple collaborative governance of "co construction,CO governance and sharing" becomes an inevitable path of public service supply.The path of community pension service in which social organizations participate is the focus of this paper.Facing the continuous exploration and improvement of the practice of multiple collaborative paths of social governance,it is necessary to examine the development of community pension service from a new theoretical perspective.Embedding theory provides a new way to study the path of community pension service,which can better evaluate the relationship between organizations and between organizations and individuals Department.Community X in Kunming is a large community with many communities.The aging phenomenon of community is becoming more and more obvious.In recent years,social organizations begin to enter the community in the way of "three community linkage" to provide elderly care services for the community.Through literature analysis,participation observation and in-depth interviews,this paper studies the community pension service of X community,and analyzes the embedding of X community pension service subject from the perspective of "co construction and co governance and sharing".After field research,it is found that in the face of increasingly diversified and differentiated community problems,"gridmanagement" has not played its role in guiding the change of grass-roots governance,and professional social organizations have become an important help for the government to promote social governance from "management" to "governance".Although there are some problems in the process of public service supply,such as the lack of professional talents,the difficulty of maintaining funds,the depth of service not up to expectations,community resources idle and so on,it has irreplaceable social network advantages in the supply of public products.Our country's community pension service is still in its infancy.To strengthen the community pension service is an inevitable requirement to cope with the rapid development of aging and improve people's livelihood.In the future,we can optimize the collaborative participation of the community pension service path from the aspects of building a management mechanism to balance multi-party participation,improving the ability of social organizations,guiding the social active outlook on the elderly,so as to make the community pension service truly play It also needs the joint efforts of government,society,market and individuals.
