Research On The Existing Problems And Countermeasures Of Rural Commercial Banks In R City Participating In Rural Governance

With the modernization of the national governance system and the development of the governance capability,the rural financial institutions represented by the rural commercial banks have to cooperate with the government in many aspects in the process of participating in the rural governance,are playing an increasingly important role.R City Rural Commercial Bank has continued to strengthen cooperation with the local government to participate in rural governance in recent years,and has achieved certain results,it also exposes many problems,such as the low service quality,the difficulty to bring into play the scale effect,the limitation of its own to participate in the rural governance process,the lack of tacit agreement with the government,the difficulty of the traditional credit products to meet the needs of the rural financial market,the lack of an independent financial risk mechanism and so on.This paper analyzes the current situation of the cooperation between the Rural Commercial Bank and the local government in the field of rural governance in R city,and finds out the causes of the problems,this paper puts forward several countermeasures and suggestions to improve the service mechanism of rural commercial banks participating in rural governance,strengthen the support and guidance of rural commercial banks participating in governance,optimize the cooperation mode between local governments and rural commercial banks,explore new paths for innovative development of rural commercial banks,and form a long-term mechanism of preventing and resolving financial risks through cooperation,it is conducive to the study of the transformation of the functions of the grass-roots government in our country,and it can also speed up the rural commercial banks to constantly adjust their own system structure,perfect their own socialized attributes,and speed up the process of their own development and corporatization reform,establishing a more harmonious partnership with local governments in the area of rural governance.Firstly,this paper systematizes the literature research on the participation of financial institutions in rural governance at home and abroad,defines and combs the concepts of Rural Commercial Bank,local government,rural governance,etc.,and the theory of rural governance and the theory of social capital are elaborated in detail,through the R City Rural Commercial Bank and the government cooperation,participate in the rural governance necessity,the cooperation present situation as well as the achievement research,this paper finds out the problems existing in the course of cooperation,analyzes the reasons,and advances some concrete countermeasures and suggestions for solving the problems.The conclusions are as follows:(1)It is necessary for R City Rural Commercial Bank to cooperate with the government to participate in rural governance(2)based on the above research,we find out the problems and reasons of rural commercial banks' participation in the process of rural governance in cooperation with the local government;(3)in this paper,the cooperation between the rural commercial banks and the local governments is analyzed from the aspects of perfecting the mechanism,strengthening the support and guidance,constructing the new cooperation model,exploring the new path of development,and forming the long-term mechanism of preventing and resolving financial risks,countermeasures and suggestions on participating in rural governance.
