As the world warms up,the ice vanishes.The navigation level of the Arctic Passage has been greatly improved.The international community has focused on the huge economic and political potential behind the Arctic Passage.However,it is easy to overlook the serious threat and damage to the local ecological environment after the navigation of the Arctic Passage.The article through the analysis of the existing legal system of the Arctic Passage,and then make recommendations for improvement.The article is divided into four parts.Part ?: An overview of the ecological environment protection of the Arctic Passage.This section is divided into two sections.The first section mainly introduces the basic situation of the Arctic Passage and demonstration of the legal status of the Arctic Passage,laying a solid foundation for the construction of the Arctic Passage ecological environmental protection system.The second section is a classification of the ecological problems brought about by the navigation of the Arctic Passage.The section is divided into three aspects: the first is the atmospheric environment problem,mainly caused by the improper combustion of methane in combustible ice and ship waste;the second is the pollution of the sea ecological environment,which is mainly oil pollution and the “three wastes pollution”;the third is to clarify that biodiversity has also been destroyed due to alien biological invasion and ship noise pollution carried by ships.Part ?: Explain the current situation and existing problems of the Arctic Passage ecological environmental protection legal system.This section is divided into two aspects.The first aspect introduces the current situation of the Arctic Passage ecological environmental protection legal system,including relatively decentralized international legislation,regional legal documents based on soft law and politically strong domestic legislation in the Arctic countries.The second aspect introduces the shortcomings of the existing legal system: 1.the Arctic Passage ecological environmental protection law is not systematic;2.regional legal documents lack compulsory binding;3.the eight domestic laws of the Arctic lack a perfect cooperative mechanism.Part ?: Suggestions for improving the ecological environment protection legal system of the Arctic Passage.This section is divided into three aspects that correspond to the current situation and existing problems of Part ?.The first section proposes to construct a systematic Arctic Passage ecological legal system;the second section is to strengthen the binding of regional legal documents by regulating international organizations;the third section is to propose the establishment of PSSA of the Arctic Passage to strengthen coordination and cooperation among relevant countries.Part ?: China can actively participate in the ecological environment protection of the Arctic Passage and explain its significance.The article aims to improve the ecological environment protection legal system of the Arctic Passage with the overall view of the ecosystem,and pay attention to the internal relationship between domestic and foreign laws,so that Arctic Passage will be more green and achieve sustainable development in the future.The Arctic Passage is an international passage.As a major shipping country and a major trading country,China should shoulder the responsibility of safeguarding the ecological environment of the Arctic Passage from damage under the background of climate warming and economic globalization.China fully supports and participates in the Arctic Governance in order to achieve the goal of “green development,mutual benefit and win-win”.
