In recent years,the South Pacific region has become more and more important in the Asia-Pacific region,and the Melanesia subregion in the South Pacific region is the most dynamic part of its development.Melanesia countries have made many important achievements in decolonization,dealing with climate change and the establishment of free trade zones,and have had an impact on South Pacific regionalism.The multivariable research method of this paper comprehensively adopts the variable factors of realism,neo-liberal institutionalism and constructivism to form a set of analytical framework.this paper studies three factors that affect the development of sub-regionalism(institutional "gap",sub-regional structure and identity reconstruction)and three stages(primary cooperation,mechanism cooperation and sub-regional entity).The essence of institutional "gap" is the negative feedback effect produced in the process of regional institutional development,which leads to the fact that some national interests can not be solved at the regional level.The state begins to choose small group cooperation according to rational analysis,and the primary cooperation of sub-regionalism begins to emerge.In the process of deepening cooperation,the leading countries within the subregion provide the cost of cooperation,and the countries of the subregion maintain political stability to ensure a subregional environment.The identity of the sub-region also provides a conceptual guarantee for the formation of the sub-region,which enables the countries of the sub-region to maintain their loyalty to the sub-region on the basis of regional identity.The failure of the regional decolonization system in the 1980 s and the inefficiency of the economic integration system in the 21 st century are the direct reasons for the cooperation among the countries of the Melanesia subregion.At the same time,as the two most important countries within the subregion,Fiji and Papua New Guinea have formed their own leadership styles and more successful cooperation models,providing cooperation costs and norms for the institutional development of sub-regionalism.it has strongly promoted the process of sub-regional integration.Within the subregion,Melanesia countries continue to define their subregional identities as radical anti-colonial independents and South Pacific development leaders through identity internalization and identity strengthening.However,in the future,the development of Melanesia sub-regionalism will also be affected by the vulnerability of small countries and changes in the ecological environment.
